NOTES:
• All agreed again that the main contributor to the Thorpe road flooding appears to be
overtopping and failing berms along Chester Ck, south of the City limits. These berms are
located on private property in unincorporated Spokane County.
• City has met with and emailed County Staff regarding the status of the creek channel and berms
south of Thorpe Rd and is not getting much response from the County
• All agreed that channel dredging and berm improvement south of Thorpe Rd is VERY
IMPORTANT to helping resolve the flooding problem
• Discussion about the FEMA floodplain
• Discussed illegal parking lot built by Senske and the three culverts blocked
• Any project to re -direct low flows back into Chester Creek are too costly and would require
major studies and work due to changing the FEMA floodplain. Also, this would not provide a
solution, as elevations do no not work.
• City laid out plans to place 3 culverts under Thorpe Rd, near the east swale. Work to take place
soon.
• Golf staff would like any overflow to occur as far east as possible, towards Madison Rd
• City agreed to build a grassy overflow ditch, extending off of the existing swale, approx 150 ft to
the east, parallel with Thorpe Rd. At that point, the ditch will continue northeast onto the
course and end near the tree at green #5.
• The new overflow ditch bottom elevation along Thorpe will be at 2011.0'
City will have a drawing ready next week for another meeting with Golf staff.
® Golf Staff can decide next week if they want the City to proceed with the ditching portion of the
project
o City agreed to plug the 3 existing culverts on the west end of Thorpe Rd
® City will make copies of all files that staff currently has regarding the Par 3 course and parking
lot.
• Golf staff would like to know what permits would be required for them to reshape their golf
course in order to drain the overflows north along Madison Rd
• Golf staff would rather do grass work in the spring

IDEAS PRESENTED:
(from last meeting on 8/17/2011)
• Re-establish a ditch along the south side of Thorpe Rd and either:
• 1) Build a new culvert on east end of Thorpe Rd near the roadway low point. Provide new
gallery of deep drywells near the northwest corner of Madison and Thorpe roads. Connect
new drywells to the existing drywell in the east swale. Verify soil capacity through
geotechnical report and groundwater monitoring would be required for this option.
• 2) Build a new culvert on east end of Thorpe Rd near the roadway low point. Culvert would
flow into a piped system with two new manholes on the north side of Thorpe road. Pipes
would outfall onto golf course near the northwest corner of Madison and Thorpe roads.
• 3) Build a new culvert on east end of Thorpe Rd near the roadway low point. Culvert would
flow into the existing west swale (the swale with no drywell). Provide a pipe in the swale
draining west into Chester Ck downstream of the bridge.
• 4) Build a new culvert on east end of Thorpe Rd near the roadway low point. Culvert would
flow into the existing swales. Re -grade swales, provide ditches, to overflow into or around
the course and discharge near the northwest corner of Madison and Thorpe roads.
(from last meeting on 5/18/2011):
• Re-establish a ditch along the south side of Thorpe Rd and either:
• 5) Connect the two existing 15" culverts with 2 manholes, piping the water back into the
creek below the Thorpe Rd bridge over Chester Creek, install a check valve so water from
the creek would not be able to flow back up the pipe.
• 6) Extend and re -open the two existing 15" culverts under Thorpe Road and daylight into the
Par 3 golf course to the north.
• 7) Build a new culvert on east end of Thorpe Rd near the roadway low point and re -grade
the existing swales to overflow into or around the course. Discharge water by providing
conveyance along the west side of Madison Rd and dispose of the water into a deep bio -
infiltration swale on golf course property and within existing "out of play" area(s).
