Revision based on Fill (CLOMR-F)
Proposal Description: Proposal to remove
a portion of a 5.86 acre project lot from the
Special Flood Hazard Area (SFHA) through
a CLOMR-F through the Federal Emer-
gency Management Agency (FEMA). The
property owner is seeking to haul excess
structural material from other sites under
his ownership and place the fill within the
project lot. Some of the fill will go into the
SFHA in order to remove a portion of the
property from the SFHA and to increase the
area available for residential use.
Proposal Location: Parcel number
45333.1807; located W of the Y intersec-
tion of East Sands Road and South Bowdish
Road, Wither located in the SW 14 of Section
33. Township 25 North, Range 44 East,
Willamette Meridian, Spokane County,
Washington.

Lead Agency: City of Spokane Valley
The lead agency for this proposal has
determined that it does not have a prob-
able significant adverse impact on the
environment with the application of the
mitigation measures described below. An
Environmental Impact Statement (EIS) is
not required under RCW 43.21C.030(2)(c).
This decision was made atter review of a
completed environmental checklist and
other information on file with the lead
agency. This information is available to the
public on request.
Determination: This MONS is issued under
WAG 197-11-340(2); the lead agency will
not act on this proposal for 14 days from
the dale issued.
Responsible Official: Lori Barlow, AICP,
Senior Planner
Mitigation Measure: The project shall
establish and maintain the riparian manage-
ment zone along Chester Creek pursuant
to the requirements of the Spokane Valley
Municipal Code (SVMC).
Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with SVMC 17.90 Appeals.
and any required fees pursuant to the City's
adopted Fee Schedule shall be paid at the
time of appeal submittal. Pursuant to WAC
197-11-680, appeals shall be limited to a
review of a final threshold determination.
