The City of Spokane Valley Planning
Commission is scheduled to hold a pubic
hearing on May 9, 2019 at Spokane Valley
City Hall, 10210 East Sprague Avenue, at
650 p.m., to receive public testimony on the
following proposal.
File Number: CTA -2018-0006
Description of Proposal: Privately initiated
code text amendment to Spokane Valley
Municipal Code (SVMC) 19.40.035, SVMC
19.60.050, SVMC 19.65.130, and SVMC
Appendix A, Definitions to allow multi-
family development in the Single -Family
Residential Urban Zone (R-3) if at least
51 percent of the units are used for afford-
able housing, on church owned property,
subject to a Conditional Use Permit, and
other provisions.
Proposal Location: This -is a non -project
action. city-wide amendment to the SVMC
that would affect all parcels zoned Single -
Family Residential Urban District (R-3).

Hearing Procedures and Appeals: The
Spokane Valley Planning Commission will
conduct the hearing pursuant to Planning
Commission rules of procedure. Interested
persons may testify at the public hearing
and may submit written comments and
documents before or at the hearing. The
Planning Commission may limit the time
given to speakers. The Planning Commis-
sion will forward a recommendation on the
proposed amendmentto the Spokane Valley
City Council. Appeals shall be pursuant to
SVMC 19.90 Appeals.
Environmental Determination: Spokane
Valley, acting as the Lead Agency, issued
a Determination of Non -significance (DNS)
on March 22, 2019 pursuant to WAC 197-
11-340 (2). The 14 -day appeal/comment
period expires on April 12, 2019.
Staff Report and Inspection of File: A
