apartment complex totaling nine buildings
and 610 parking stalls. There will be as-
sociated earth disturbance of approximately
6,000 to 10,000 cubic yards and blasting to
facilitate removal of Insitu rock.

Mitigation Measures:
Blasting
1. All blasting operations shall comply with -1
WAC 296-52.
2. The following documents shall be sub -
milted to the City of Spokane Valley Senior 1
Engineer for review and approval: G

a. Ablest plan, that includes a road closure L
plan for Pines Road, shall be submitted a
minimum of 72 hours (3 business days) I
before any scheduled blasting occurs. Any I
traffic control plans shall be reviewed by the
City of Spokane Valley (CITY) and Wash- 1
Ingtan Stale Department of Transportation '
(WSDOT); and
b. A pre -blast notification letter and distri-
bution plan, that includes affected property 1
owners, shall be submitted al least one I
week prior to any blasting activities.
c. Give 48 hour notice of the time and place I
of blasting operations to Richard Moorhead, 1
WSDOT via email at moerhdrekwsdct. 1
wa.gov and phone (509) 324-6552.
d. Give 48 hour notice of the time and
place of blasting operations to the following
utility companies; Avista, Spokane County I
Environmental Services, Irvin Water District
No.6, Comcast, and Century Link.
e. Notify the Spokane Valley Fire Depart-
ment at (509) 928-1700 no less than
48 hours prior to commencing blasting
operations..
f. Contact Spokane Valley Fire -Department
dispatch at (509) 532-8900 belore and im-
mediately after blasting occurs. •
g. Seismograph(s) shall be placed near the
Irvin Water District's water tower located on
parcel 45091.1644 during all blasting activi-
ties. The number and placement shall be
determined by Irvin Water District. Written
documentation from Irvin Water District
shall be provided to the CITY prior to any
blasting that the placement and number of
seismographs is acceptable. All data shall •
be shared with Irvin Water District.
h. Proof of sufficient Insurance, as required
by WAC 296-52-60120 shall be provided r
to Irvin Water District two weeks prior to I
blasting activities.
TRAFFIC
1. Prior to occupancy, as identified in the I
Traffic Impact Study, the DEVELOPERshail

2. The DEVELOPER shall work with WS -
DOT and the CITY to complete an Intersec-
tion Plan for WSDOT and CITY signatures.
Upon approval,. the DEVELOPER shall
design construction plans using WSDOT
and CITY design standards. The DEVEL-
OPER will enter into a voluntary agree-
ment between WSDOT and the CITY The
DEVELOPER Agreement will establish but
not be limited to road revision requirements,
submittal documents, right-of-way dedica-
lion for streets, and authority to execute and
carry out the agreement.
3. Once all parties have entered into the
agreement, the DEVELOPER shall submit
a schedule for the PROJECT that includes
project milestones to complete Plans,
Specifications, and Estimates (PS & E)
package. The schedule will allow time -for
design review by WSDOT and CITY staff
as the PROJECT progresses.
4. The DEVELOPER shall build, inspect,
and manage the construction of the PROJ-
ECT with oversight from the CITY and
WSDOT. All work on SR 27 will need to
conform to the applicable WSOOT and CITY
standards and specifications.
5. The DEVELOPER shall pay to the CITY
atransportation mitigation tee of $65,073.75
towards street Improvements as identified
in the Mirabeau Sub Area plan conducted
in 2016. These lees may be paid on a per
apartment building basis as permits are ob-
tained for construction for each building.
6. MDNS Trip Budget: Upon the accep-
tance of the two-way left -turn -lane on SR
27 by the CITY and WSDOT, a trip budget
for 201 pm peak hour trips (no pass by,
no internal deduction) will be established
by the City.
Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuantto the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAG 197-11-
600, appeals shall be limited toa review of
a final threshold determination.
