able to. the public on request.
Determination: This MDNSis issued un-
der WAC 197-11-340(2); the lead agency
will not act on this proposal for 14 days
from the date issued.

Mitigation Measures:
1. The Owner/Applicant shall pay the City
of Spokane Valley the voluntary impact fee
identified in the Mirabeau Sub Area Plan in
the amount of $323.75 per new PM vehicle
trip tor the Pines Road Corridor at I-90.The
total lee shall be $5,180 for the 16 new
vehicle trips accounted for in the "Revised
Expanded Tdp Generation & Distribution
Letter dated April 24, 2019.
2. The Owner/Applicant shall construct two
(2) Mid -Street Pedestrian Ramps per City of
Spokane Valley Standard Plan No. R-104
and install two (2) sign foundations as per
Washington State Department of Transpor-
tation Standard Plan J-21.10-04 Lora Fixed
Base Square Concrete Foundation Detail.
The work shall be completed on or before
August 27, 2019so that the crossing can be
in-place priori° the beginning of the school
year on September 4, 2019.
3. The Owner/Applicant shall coordinate
with and conduct an on-site meeting with the
Spokane Tribe of Indians prior to any land
disturbance activities in accordance with
comments submitted May 20th, 2019.
Appeal: An appeal of this determination
shall be submitted to the Community &Pub-
lic Works Department within fourteen (14)
calendar days atter the dale issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuantto the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. PursuanttoWAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
