�The County Engineerinq Department has completed a review of
the above referenced project. The f,ol information must be
prov�ided .in order for us to pr.oceed with our review.
A�� For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage p�lan�
for the site shall be.prepared �in compliance with
Spokane County "Guidelin�es for Stormwater Management". At
�a min�imum the „plan must contai�n�:
1. Dra-inage calculations for stormwater volumes
generated on site.
2. Calculations for �tota�l impe'rvious surfaces
conta�ined �with�in �the site•.
3. Finished grade elevat-ions for s�tructures to b�e
constructed on site�.
4. Finished grade elevations at the�top and bottom of
the 208 swale.

are required prior to the release of a building�permit:
1. You must submit and drainage plans for�street
improvements.�These must be prepared by an
eng�ineer. �Plans must be_ prepared for th�e fol�lowing
streets:
a. lst, Ty�p,ical Roadway Section No. 1, Access
Standard.
�A1-1 required construction (sidewalk/curbing/�pavement) within
the Pu�blic� Road Right of Way �is to be comp�leted prior to the

on the property owner's-part or. the�County could purctiase or acquire through eminent�domain
proce�edings t�s� additional-right of w�y. This area is usually referiieii� to �s a futune acquisidon area
and is��not-r�quired as part�of a building permit �ppr�val.
As long as the warehouse addition is constructed before �the County g�ains tide to this additiona130�

property line or 65' from the centerline of the South Valley Expxessway, which ever

2. All .new parking is to be ,paved. Scott� Engelhard
stated that waivers for paved parkinq and landsc.ap-ing iriay
be granted. Contact Steve .Horobiowski of the Plann-ing
Department for further information.

quantity along with a promissory letter from the owner
stating the landscaping will be installed �hall be

II. Enqineerinq Department (456-3600j
A. Di�cu�sion/Requirement
i. Conu�ent� will be qfven or sent to the applicant by Bob
Turner.
2. First Avenue must be ;improved to County Standards.
Al1 required road conetruction is to be completed prior to
the release of the building permit or a bond in an amount
estimated by the County Snqineer to cover the cost of
construction shall be ffled with the Enqineering
Departanent. The applicant stated that the proposed
project does not have the�funding for road improvements.
Bob Turner advised the applicant to taik with Gary Nelson
of the Engineering Degartment reqardinq the matter.
3. Additional 208 drainage•swales are not required for

the eacisting parkinq area. 8ow�ver, if fmprovements are
over 60� drafnaqe swales will be required.
III. Health District (456-6040)
A. Discussion/Requirement�
i. Please sub�mit a floor plan, plumbinq diagram, and room
finish schedule for the portion of the building to be used
to repackaqe and prccess food.
2. A,utility sink is required to be installed in the food
packaqinq and processinq area.
3. If floor drains are to be installed in the proposed
they are required to be connected to sewer.
4. Plea�e submit a critical materfals list for the food
bank portion of the proposed to the Department of

2. Ren Jeffrey stated- �hat he has exiti:ng concerns with
the�proposed. The corr.idor system needs to be designed so
that the occupant load- can be controlled to less thari'30
occupants.
3. Ken Jeffrey advised the applicant to desiqn the
proposed for futiare �xpansfons. Ren cautioned that should,
the builr�ing be down graded to a Type V-N Construction
future expansion may, encounter .code restrictions on
allowable areas-. The existing classif is Type III
which if not chanqed would offer greater flexibility if
expans�ion is contemplated.
B. Permit Release Requirements
