Determination: This MDNS is issued under
WAC 197-11-340(2). The lead agency will
not act on this proposal for 14 days from the
date issued. Comments must be received by
5:00 p.m. on October 11, 2019.

Mitigation Measure:
1. The developer shall pay to the City of
Spokane Valley avoluntary mitigation fee in
the amount of $32,692 for the South Barker
Corridor Study improvements to mitigate
impacts to the Barker Road corridor prior
to the recording of the final plat.
2. Poor to issuance of the Engineered
Grading Permit, the developer shall submit
a Cultural Resource Report completed by a
qualified professional to the Spokane Valley
Community and Public Works Department.
In'addltion to the report, the developer
shall submit evidence of the acceptance/
concurrence with the findings In the report
from the Department of Archaeology and
Historic Preservation and the Spokane
Tribe of Indians.
Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
" objections made to the City's threshold
determination. Appeals shall be conducted
in conformancewith Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
