Proposal Description: The proposal Is a
non -project action to amend the Spokane
Valley Municipal Code (SVMC) 22.70.020
fence regulations in residential zones to
reduce the allowed fence height from 8' to
6', establish an administrative exception
for nonresidential uses that allows fences
up to 8', and determines the fence height
measuring point.

action, which affects residential zones
city wide.
Lead Agency: City of Spokane Valley
Pursuant to Title 21 (Environmental Con-
trols) of the SVMC, the lead agency for this
proposal has determined that it does not
have a probable significant adverse impact
on the environment. An Environmental Im-
pact Statement (EIS) is not required under
RCW 4321C.030(2)(c). This decision was
made atter review of a completed environ-
mental checklist and other information on
file with the lead agency. This information
is available to the public on request.
Determination: This DNS is issued under
WAC 197-11-340(2); the Iead agency will
not act on this proposal for 14 days
from the date Issued. Comments must
be received by 5:00 p.m. on November
15, 2019. '

shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with SVMC 17.90 Appeals.
and any required fees pursuant to the City's
adopted Fee Schedule shall be paid at the
time of appeal submittal. Pursuant to WAC
197-11-680, appeals shall be limited to a
review of a final threshold determination
