Mitigation Measures:
1. The Owner/Applicant shall pay the City
of Spokane Valley a voluntary mitigation fee •
in the amount of $50,524.00 for the South
Barker Corridor Study Improvement projects
to mitigate impacts to the Barker Road cor-
ridor. This fee is based on 34 PM vehicle
trips being added within the study area at a
rate of $1,486.00 per trip and shall be paid
prior to the issuance of the fest Certificate
of Occupancy.
2. Prior to issuance of any Engineered
Grading Permit, the developer shall submit
a Cultural Resource Report completed by a
qualified professional to the Spokane Valley
Community and Public,Works Department.
In addition to the report, the developer
shall submit evidence of the acceptance/
concurrence with the findings in the report
from the Department of Archaeology and
Historic Preservation and the, Spokane
Tribe of Indians.
Appeal: An appeal of this determination
shall be submitted tothe Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
requiredfees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
