DESCRIPTION OF CHANGES
This change order creates an item to pay for the additional HMA pre-level work for the paving subcontractor on August 27th and September 21st. Labor and equipment
were tracked using force account per Standard Specification Section 1-09.6. The total costs then was rolled into a lump sum price.
This is also an administrative change order that increases the Contract amount to pay for the increased quantity of Contract Item#113-HMA for Pavement Repairs Cl.3/8

WORK TO INCLUDE
Background:
Issue#1
Contract provisions required the installation of a paving mat be installed on top of the existing pavement and below
the paving of the final 2 ''A inch of hot mix asphalt(HMA)overlay. The contract provisions allowed the full depth
HMA to be placed directly on the paving mat. At the beginning of the HMA paving, both the Contractor and City
witnessed issues with compacting on top of the paving mat and therefore jeopardizing the ride performance of the
roadway. At that time, the City directed the contractor to place a small lift(pre-level) on top of the paving mat to
secure the paving mat from moving/slipping and to provide a rougher surface for the HMA overlay to compact on.
There were no further issues once the pre-level was used.
Issue#2
Contract plans identified approximate locations for pavement removal and HMA patching to eliminate sections of
deteriorating asphalt. The City identified all areas to be removed/patched and the actual quantities ended up higher
than the original contract amounts

The lump sum Contract price for"HMA Pre-Level", shall be full pay for the labor and equipment to place a thin
pre-level of hot mix asphalt on top of the paving mat prior to placing the 2 %2 inch HMA overlay. The material cost
and hauling of the HMA for the pre-level is incidental to other Contract items.
Issue#2
This change order increases the quantity of existing bid item and will be paid using bid unit prices.
