review of a 12.65 acre site for a 304 unit
apartment complex totaling 10 buildings and
608 parking stalls. There will be associated
earth disturbance up to 40,000 cubic yards
associated with grading for site drainage,
removal of rock wall and reconstruction of
concrete or rock wall.

las 16609 E. Desmet Court and 1123 N.
Flora Road, located on the comer of Desmet
Court and Indiana Avenue, further located in
the SE % of the NE % of Section 13, Town-
ship 25 North, Range 44 East, Willamette
Meridian, Spokane County, Washington.

determined that It does not have a prob.
able significant adverse impact on the
environment. An Environmental Impact
Statement (EIS) is not required under RCW
43.210.030(2)(c). This decision was made
after review of a completed environmental
checklist and other information on file with
the lead agency. This information is avail-
able to the public on request.
Determination: This DNS Is Issued under
WAC 197-11-340(2); the lead agency will
not act on this proposal for 14 days from
the date issued. Comments must be re-
ceived by 5:00 p.m. on January 3, 2020.

Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the timeof
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination. -
