The Local Agency of City of Spokane Valley desires to supplement the agreement entered in to with David Evans and Associates,Inc. and executed on August 24,2017 and identified as Agreement No. 17-108 All provisions in the basic agreement remain in effect except as expressly modified by this supplement. The changes to the agreement are described as follows: Section 1, SCOPE OF WORK, is hereby changed to read: See attached Exhibit B,Scope of Services; I I Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for completion of the work to read: no changes. III Section V, PAYMENT, shall be amended as follows: See attached Exhibit A.This supplement adds$300,000.00 to the previous contract amount of$2,496,891.04 for a total amount authorized of$2,796,891.04.The fixed fee amount is increased by$16,704.03,for a total of$141,939.42. as set forth in the attached Exhibit A, and by this reference made a part of this supplement. INTRODUCTION David Evans and Associates, Inc. (DEA) and associated subconsultants will provide additional services for surveying, right of way plans, right of way acquisition, BNSF easement acquisition, and PS&E for the Barker Road/BNSF Grade Separation improvements (PROJECT) under the direction of the City of Spokane Valley (CITY). The WSDOT Eastern Region (ER) will be entering into an agreement with the CITY to manage the construction phase of the PROJECT. CID #19 Waterline Design and Coordination: CID #19 has an existing ductile iron pipe water main located under the north bound traffic lane of Barker Road. The water main extends northward to an elevation valve vault located at the northeast corner of the Private Road connection to Barker Road. From this altitude valve location, the water main extends to the east along the northern edge of the private road and is constructed of PVC pipe. Due to the embankment construction necessary at these locations to ramp Barker Road up to the new grade crossing, the cover over the existing pipe and altitude valve assembly is too excessive for CID#19 to maintain and operate their facilities. As a result, the water main will be relocated to the east of Barker Road beyond the limits of the planned roadway embankment, and will cross under the private road embankment in a casing such that CID #19 can remove and replace this pipe if necessary in the future, and then reconnect to the existing main on the north side of the private road near the east terminating limit of the planned embankment construction. HDR has performed the following design work associated with the CID #19 relocation: • revised the alignment of the water main to accommodate the planned embankment construction along the east side of Barker Road; • designed new altitude valve vault location and details; City of Spokane Valley Page 21 Barker Road/BNSF Grade Separation Supplement 7-Scope of Services • designed casing and carrier (water main) pipe including the spacer requirements; • revised the alignment of the water main to accommodate the planned embankment construction along the north side of the Private Road; • relocate fire hydrant from the west side of Barker Road near the intersection with the private road to the north side of the private road near the east terminating limit of the planned embankment; The revisions require designing the horizontal and vertical alignment for the water main relocation, InRoads modeling, details for the altitude valve and vault, water main details for the connections to the existing water main, pipe construction details for both push-on and mechanical joint type piping, hydrant installation, gate valves for isolation at the casing, casing and spacer, water services connections, and special provisions for the materials and construction necessary to complete the work. HDR will prepare plans for the relocated water main alignment and profile for review by CITY and CID #19 independent of the Barker Road/BNSF Grade Separation project submittals. This will include one (1) plan sheet and up to two (2) detail sheets. Prepare Draft water main relocation quantities and estimated costs for review by CITY and CID #19 independent of the Barker Road/BNSF Grade Separation project submittals. HDR and DEA shall coordinate with BNSF and the CITY to produce two exhibits based on the proposed overcrossing design at Barker and the closure of Flora. Once the proposed design exhibits are approved, the completed exhibits will be provided to the CITY for submission to the WUTC. ASSUMPTIONS: 1. This scope of services does not include preparation for, testifying at, or supporting a crossing hearing or other legal matter related to the crossing should the Rail Crossing Order be disputed by other individuals or organizations. 2.
