Prior to recording the final plat the ap- plicant shall either: (1) conduct a full Traffic • Improvement Analysis (TIA) and pay or construct all identified mitigation in the TIA, or (2) in lieu of a TIA, pay voluntary mitiga- tion fee of $40,122 to the City of Spokane Valley based upon and for the South Barker Corridor Study improvement projects. The voluntary mitigation fee is based on 27 trips being added within the study area at a rate of $1,486 per hip.
