Description of Proposal: A portion of a 66
acre site will be developed with a 170 unit
senior living community. Buildings on the
site will include one 4-story residential build-
ing, an indoor pool and exercise building,
four 1-story garage buildings with 68 parking
spaces, and 172 additional surface parking
stalls. A narrow strip of the site'falls within
shoreline jurisdiction with the shoreline
jurisdiction width varying from 0 - 90 feet
from the north property line. The majority
of the site Is outside of shorelinejurisdiction,
and the entire project Is located outside of
any shoreline buffer areas. Development
proposed within shoreline jurisdiction in-
cludes carports tor paved areas, a portion
of the pool and exercise balding, residential O
building and garages.

prior to making a decision on this project.
Any person has the rightto commehton this
project. Further, any person may request a
copy of the decision for the proposal once
made. Pursuant to Chapter 17.90 (Appeals)
of the City of Spokane Valley Municipal
Code (SVMC), a written appeal of the deci-
sion shall be filed with the City of Spokane
Valley within fourteen (14) calendar days
after the date"the notice of the decision
is mailed. Standing to appeal a decision
shall be determined in accordance with the
provisions of Chapter 17.90.030 (Standing)
of the SVMC.

along the south side of the Spokane River
and adjacent Mirabeau Parkway: further
located in the northeast quarter of Section
10, Township 25 North, Range 44 East
Willamette Meridian, Spokane County
Washington.

Existing Zoning: Mixed Use (MU)
Other Permits: City of Spokane Valley Land
Disturbance (Grading), and Construction
Permits; and other permits as determined
may be required.

Environmental Review: Pursuantto SVMC
21.20.040.0(3) the proposal is categorically
exempt horn the threshold determinations
requirements of WAC 197.11-720.

SVMC Title 21 (Environmental' Controls),
SVMC 21.50 (Shoreline Master Program),
and SVMC 24.50 (Land Disturbing Activl-
ties) are the primary. development regula-
tions applicable to the site.
Public Hearing: The Shoreline Substan-
tial Development permit is classified as
Type II permit and will not be subject to
a public hearing. This may be your only
opportunity to comment on the impacts ,of
this development. -
