Dear Mr. McRae: I received your request on August 31, 2005 via email requesting information regarding the City of Spokane Valley's zoning designation and permitted use for Parcel No. 55184.1441 addressed as 18115 & 18117 East Cowley. Pursuant to the City of Spokane Valley Interim Zoning Map dated August 5, 2005 the current zoning for the property is designated as Urban Residential-3.5 (UR-3.5). Your letter indicates two (2) residences on Parcel No. 55184.1441 (single-family residence and mobile home). The City of Spokane Valley Building Division records indicate a permit was issued on August 1, 1997 for a manufactured home and breezeway addition for a duplex located at 18115 East Cowley. This permit is the most recent documentation the City has for the above mentioned property. As currently permitted, duplexes are an allowed use within an Urban Residential-3.5 zone. The status of the duplex may change only through alterations to the existing structure and proper building permit approvals.
