RE: Depositing of Fill Material - South 4000 area Dishman-Mica Rd.
On this date , a survey of your property near Plouff Creek was conducted by
this office. As per our earlier conversation on March 25, 1982 you have
indeed graded out the homogenous mixture of solid waste deposited by
American Recycling. Though the mixture consists predominantly of soil and
relatively inert rubber and rubber related compounds there is a sufficient
presence of metals and other substances that, would pose a leaching problem
if quantities are increased. Therefore, as the agency that oversees land
reclamation projects we must take the position that there is to be no further
deposits of this material or any other decomposable or burnable materials.
The nature of your fill will also affect your future land use needs.
As per that previous conversation Mr. Roger Ray and I had with you, all
parties involved were in agreement that good fill consisting of earth, rock
and broken aggregate was desirable. We support your land reclamation efforts
if the desired fill material can be attained. It appears that the flooding
overflow from Plouff Creek is going to be an on-going seasonal problem and
even placement of good fill will be difficult and may create future on-site
