Exhibit A—Assurance of Compliance with Applicable Federal Law Page 2 of 2 Contract No. 20-090 Exhibit B—Scope of Services North Spokane Corridor Transportation Support The purpose of this project is to prove the City with a general assessment of how the North Spokane Corridor(NSC)interchange with I-90 could impact City streets. Support will assist in providing information related to the following. • Does the NSC Intersection Justification Report(IJR)and subsequent analyses reasonably depict potential traffic impacts to City of Spokane Valley streets from the NSC? • Were the City comments and WSDOT responses to those comments in the February 21,2020 letter reasonable? • What modifications to the WSDOT design could reduce impact to the City of Spokane Valley? • Ultimately, what is the best configuration of the Sprague Ave/I-90 interchange in the long-term to meet the mobility goals of the region? The following tasks outline the proposed approach for the project. Task 1—Review the North Spokane Corridor(NSC)Interchange Justification Report(IJR) In this task,Fehr&Peers would review the NSC IJR to understand how potential impacts to City of Spokane Valley(COSV)streets were documented. This task would also review the comment matrix that COSV provided WSDOT and the February 21,2020 letter from WSDOT articulating their response to the concerns raised by COSV.Also,as part of this task,Fehr&Peers will coordinate with Jerremy Clark to gain his perspective as the City's representative on the NSC modelling group. Following the review,Fehr&Peers would summarize the main traffic, local access, diversion, and other mobility concerns raised by COSV and how WSDOT responded to the concerns. Our summary would also comment on whether we feel the concerns raised by COSV are still valid and are the responses provided by WSDOT are reasonable. Prior to documenting any of our findings,we would present to COSV staff on our review and our initial conclusions so that we can fully understand the City's stance on the issues. Task 2—Identify Recommendations to Improve the NSC Design Based on Task 1,Fehr&Peers would review the currently proposed design for the NSC ramps between Freya and Sprague and identify potential improvements. These improvements would focus on relatively small-scale and tactical changes to the design that would minimize traffic congestion, neighborhood access, and diversion impacts to the neighborhood immediately south of I-90 between the western city limit and Thierman Road.An initial review of the WSDOT design indicates that there are opportunities to further separate freeway ramp and local traffic with modifications to how 4th Avenue is used by WSDOT to move traffic on and off of I-90. To facilitate this task,we recommend a guided field visit of the area with COSV staff that could be conducted in conjunction with the meeting identified in Task 1. The final deliverable for this task would be conceptual drawings of how the WSDOT design could be modified along with a short memo describing the modifications. Task 3—Identify Long-Term Modifications to the Sprague/Appleway Interchange with I-90 We understand that it is a priority for COSV to address any local street and access impacts caused by the NSC to the neighborhoods south of I-90 because these streets are not designed to handle the increased Exhibit B—Scope of Services Page 1 of 2 Contract No. 20-090 traffic and are not going to be competitive for regional or statewide funding in the future. However,we also recognize that the NSC is not in a position to substantially change the design of the Sprague/Appleway interchange with I-90.Dating back to the prior comprehensive plan,Fehr&Peers and COSY staff have identified traffic operations challenges associated with the unusual design of this interchange, particularly at the intersections with Thierman Road.As part of this task,Fehr&Peers would identify up to three alternative interchange concepts that could be pursued by the region to address the traffic congestion and mobility concerns at this major interchange. For example, with a better interchange design that reduces delay, improves safety, enables more rapid transit connections, improves air quality,or a combination of several of these factors, entities such as SRTC, STA,FHWA could join WSDOT and COSV in pursuing interchange improvements at this location. This task would initially develop potential interchange design concepts and a sketch level and narrow the range of possibilities to three for more detailed traffic operations analysis. For budgeting purposes,we estimate evaluating up to 10 intersections and freeway segments in the PM peak hour for each of the three alternatives. We propose scaling existing intersection turning movement and freeway volumes to represent typical 2020 conditions.Future conditions volumes would be based off NSC growth forecasts to be consistent with WSDOT growth rates, although specific traffic assignments will be updated to reflect the different design options. The final deliverable would be a report summarizing the initial concepts, the results of the screening, and the more refined conceptual design drawings and traffic operations analysis results for the final three options. As part of this task,we also propose two workshops with COSV staff to sketch out the initial options and ideas to explore and to present the results/designs of the three final options.
