Dear Mr. Van Camp:
I took the copy of the letter from the County and went over it
and then out to Smitty's house to look it over. As you know,
I've done business as "The Electric Company" for the past 10-15
years, and before that as R.S. Electric & Construction. I've
been a certified General Electrical Contractor for the past 23
years, and have worked in the field since 1947. I've also, at
various times since that latter date done general contracting
including both remodel and new construction. Currently my
business mailing address is P.O. Box 4506 Spokane WA 99202.
I am also familiar with Winston A. Smith your client. He, I
and some others have all worked in the business for so many
years we all know one another going back 30 years and more.
However, as to Smitty, I also have some knowledge and
familiarity with his home on Edgerton because I have been there
a number of times. He has a great many pieces of materials and
special tools that it is sometimes an advantage to just borrow.
Some time prior to 1987, possibly as little as one and maybe as
much as three years before, I had occasion to be at Smitty's.
I noticed that he had done some remodeling and that had been
going on for some time before the particular instance of which
I am making reference. Because I do contracting, I did look at
the work he had done and was doing and it was good workman ship
and well within the requirements of the building codes and
quite a ways beyond in some instances. His plumbing and
electrical work had all been well and correctly installed. In
some instances, quite a bit more than we'd have had to do to
meet requirements and inspections, but we tend to do that when
it's our own homes.
I did notice that there had been an inspection of the
electrical work because I commented to him that I could see
that "Slimer" had signed it as being okay and he'd said
something about WWP coming to connect the power. I don't
recall the exact date but certainly do remember commenting
about "Slimer's" having signed off the inspection tag.
I can also state as a personally known fact that the framing
and the plumbing that he'd done was correct and in some
instances stronger and better than the building codes require,
but again remember that this was his own home and we do that.
He, I, or any other contractor can tear a house apart as
requested in Mr. Davis' letter but it will do at least
$10,000.00 damage to the house and then the work would have to
be done over to rebuild the structure back to it's present
condition.
I hope this helps. You might point out to the Court that a
good portion of the plumbing and wiring can been seen from the*
ground level looking up at the floor joists and the pipes.
Rafters and joists are clearly visible from the crawl space and
the open areas at the south end of the house and above the
laundry room, just to the north of the bedroom.
