Par 2 Mr. Smith was never required to install a central gas heating system by this department. Par 3, 4, 5 All permits applied for and issued by this department are recorded under the building address and not the parcel number. On November 21, 1994 when Bill Benish and I were requested to inspect Mr. Smith's progress, Mr. Smith was asked by me, "Do you have a permit for the mechanial system you are installing?" His answer, "Yes, I do." The mechanical permit was applied for and issued on December 7, 1994. Mr. Smith lied about having a mechanical permit on November 21, 1994. Par 6 Lets set the record straight about the comment Mr. Shaw states that we estimated the repair of this house to be a couple hundred dollars. Judge Wilson asked us in our opinion what we thought it would cost to remove and replace the siding and drywall just to inspect the covered framing. That is what the 200 dollar estimate was for, not the entire repair of Mr. Smith's home. Par 11 After viewing the plumbing corrections and the 20 to 25 sheets of drywall Mr. Smith installed, Mr. Smith was asked if he had any other work done that we should inspect. His response was that the work we had seen was all he had completed at that time. Par 13 As stated above, Mr. Smith stated that what we had seen was all that he had done. There was no reason to look at the rest of the house when Smith stated the above. As to Mr. Shaw's comment that there was other work done that was in plain sight, there was none on November 21, 1994, the date Mr. Smith requested we inspect his work.
