The preliminary short plat map of record incorporated into preliminary short plat decision dated October 16, 2018 did not disclose location of any projections (e.g. steps) from either duplex. On July 2, 2019, SHP-2018-0022 recorded with the Spokane County Auditor’s Office per filing number 6818982 creating Lot 2 addressed as 7813/7815 East Baldwin Avenue (Parcel 45073.2902) and Lot 3, addressed as 7909/7911 East Baldwin Avenue (Parcel 45073.2903). Each duplex has been in existence since 1957. Following the platting action creating Lots 2 and 3, the existing stairs on the west side of Lot 2 and east side of Lot 3 encroach into the required setback per Spokane Valley Municipal Code (SVMC) Table 19.70-1. As required by the platting action, two existing garages that were located on newly created Lots 1 and 4 of SHP-2018-0022, and that once served a unit of each existing duplex, were removed. The parcels were created to be large enough to accommodate two parking stalls per unit of duplex, totaling four per parcel. The owner, at time of platting, did not indicate location of said parking spaces on preliminary short plat. Staff notes there is adequate space to accommodate new parking spaces in front of each duplex unit with permitting for paved driveway and approach meeting standards of Chapter 22.50 of the SVMC.
