The laws and regulations in our society are, at times, difficult to under-
stand and fully comprehend. This is true of zoning ordinances, which are
laws intended to protect and govern the many different uses of land in
Spokane County. It is my responsibility, as the Zoning Investigator, when
the situation arises, to help resolve conflicts involving the Spokane County
Zoning Ordinance.
Our files indicate that on December 26, 1979, Mr. Craig of the Spokane County
Planning Department sent you a letter requesting that you contact Mr. Doug
Adams, also of the Spokane County Planning Department, with regards to the
type of permit required to enable the continued use of your travel trailer,
currently located on the same piece of property as your residence, located
at North 119 Flora Road, Spokane, Parcel Number 13544-1775. In that letter,
it was implied that this trailer was not to be installed on a permanent basis.
To date we have no evidence of any contact between yourself and Mr. Adams. A
recent visual inspection by our field inspector indicates, we believe, that
skirting has been installed around this trailer, which leaves us with the im-
pression that it is to be installed on a permanent basis. The Spokane County
Zoning Ordinance allows for only one residence to be located on any one par-
cel of land. Mr. Adams will be better able to inform you as to the require-
ments concerning the possible continued use of this trailer.
We are of the opinion that a period of 14 days, beginning with your receipt
of this letter, should be sufficient time in which to contact Mr. Adams and
initiate the proceedings necessary to bring your property into compliance
with the Spokane County Zoning Ordinance.
In addition, the previously mentioned visual inspection indicates, we believe,
that you are storing an additional travel trailer on your property. Section
4.04.080 of the Spokane County Zoning Ordinance limits storage in an Agricul-
tural Zone to, "...Storage of those materials normally used in connection with
farm and agricultural activities. Recreational vehicles, camping vehicles, or
boats shall not be stored in the front yard of any lot used for residential
purposes.

We are of the opinion that a period of 30 days beginning with your receipt
of this letter, should be sufficient time in which to bring your property
into compliance with the Spokane County Zoning Ordinance. Please do not
hesitate to act on these important matters, as a violation of the Spokane
County Zoning Ordinance is a criminal offense and does carry a penalty. I
am sure it is important to you, as it is to me, that we resolve this situa-
tion quickly.

stand and fully comprehend. This is true of zoning ordinances, which are
laws intended to protect and govern the many different uses of land in
Spokane County. .It is my responsibility, as the Zoning Investigator, when
the situation arises, to help resolve conflicts involving the Spokane
County Zoning Ordinance.
A visual inspection has been conducted at your property, described on the
attached sheet, by our field inspector which indicates, we believe, that
your property is in violation of these ordinances. The attached data
sheet lists detailed information concerning this zoning violation.
We are of the opinion that since you have now been informed of the require-
ments of the Spokane County Zone Ordinance, a period of 30 days, beginning
with your receipt of this letter, should be sufficient time in which to
bring your property into compliance. Do not hesitate to act upon this im-
portant matter, since a violation of the Spokane County Zoning Ordinance
is a misdemeanor and does carry a penalty. I am sure it is important to
you, as it is to me, that we resolve this situation quickly.

Dear Mr. Cloninger:
It has been some time now since we last contacted you concerning the two
residences, one mobile home and one frame residence, which are currently
located on your rented property at North 119 Flora Road, Spokane, Parcel
Number 13544-1775.
A recent visual inspection by our field inspector indicates, we believe,
that these two residences are still located on your property.
As stated in our letter of February 27, 1980, Section 4.04.040 of the
Spokane County Zoning Ordinance allows for only one residence to be located
on any one parcel of land. A review of our files indicate that in discus-
sions on December 4, 1979, between Mr. Craig, of the Spokane County Planning
Department, and Mr. Covey, who owns the property, it was implied that the
trailer is not parked there permanently. You will need to discuss these
matters with Mr. Doug Adams, of the Spokane County Planning Department, to
see what type of permit will be necessary to allow for the continued use of
this trailer.
We are of the opinion that a period of 14 days, beginning with your receipt
of this letter, should be a sufficient extension of time for you to either
bring your property into compliance with the Spokane County Zoning Ordinance
by removing this second residence, or to contact Mr. Adams and initiate the
process necessary to obtain the required permits to allow you to keep this
second residence on the property. If these matters are not taken care of
within the previously mentioned 14 days, we will be unable to grant any
further extensions of time and will have no choice but to forward this case
to the Spokane County Prosecuting Attorney's Office for appropriate legal

Our files indicate that on December 26, 1979, Mr. Craig of the Spokane County
Planning Department sent you a letter requesting that you contact Mr. Doug
Adams, also of the Spokane County Planning Department, with regards to the
type of permit required to enable the continued use of your travel trailer,
currently located on the same piece of property as your residence, located
at North 119 Flora Road, Spokane, Parcel Number 13544-1775. In that letter,
it was implied that this trailer was not to be installed on a permanent basis.
To date we have no evidence of any contact between yourself and Mr. Adams. A
recent visual inspection by our field inspector indicates, we believe, that
skirting has been installed around this trailer, which leaves us with the im-
pression that it is to be installed on a permanent basis. The Spokane County
Zoning Ordinance allows for only one residence to be located on any one parcel
of land. Mr Adams will be better able to inform you as to the requirements
concerning the possible continued use of this trailer.
We are of the opinion that a period of 14 days, beginning with your receipt
of this letter, should be sufficient time in which to contact Mr. Adams and
initiate the proceedings necessary to bring your property into compliance
with the Spokane County Zoning Ordinance.
In addition, the previously mentioned visual inspection indicates, we believe,
that you are storing an additional travel trailer on your property. Section
4.04.080 of the Spokane County Zoning Ordinance limits storage in an

Agricultural Zone to, "...storage of those materials normally used in connec-
tion with farm and agricultural activities. Recreational vehicles, camping
vehicles, or boats shall not be stored in the front yard of any lot used for
residential purposes."

legal counsel, in securing compliance with the Spokane
County Zoning Ordinance relating to your property.
Our file reflects that you were informed of the
alleged violation by letter on at least three different
occasions by Mr. Mark Holman, Zoning Investigator for the
Spokane County Building Codes Department. Mr. Holrman's
most recent letter, dated May 13, 1980, requested that you

than $250.00 and/or by imprisonment in the County jail for
not more than 90 days. Lech day that a violation is permitted

date of this letter to secure compliance with the Spokane
County zoning Ordinance provisions relating to your pro-
perty or make other arrangements with Mr. Mark Dolan at
the Spokane County Building Codes Department. If you fail
to do so, this office will be obligated to file a criminal
complaint against you at the request of the Spokane
County Building Codes Department.

The Spokane County Building Codes Department has
requested the assistance of this office, as its statutory
legal counsel, in securing compliance with the Spokane
County Zoning Ordinance relating to your property.
Our file reflects that you were informed of the
alleged violation by letter on at least three different
occasions by Mr. Mark Holman, Zoning Investigator for the
Spokane County Building Codes Department. Mr. Holman's
most recent letter, dated May 13, 1980, requested that you
take the necessary steps to bring your property into
compliance with the zoning ordinance by removing a travel
trailer from your property located at North 119 Flora Road,
Spokane, WA. In addition, our file reflects that you made
attempts with the Spokane County Planning Department to
obtain a variance for the storage of that trailer on your
property and these attempts were unsuccessful. As of this
time, it is the opinion of this office and of Mr. Mark
