WHAT ARE THE CHANGED CONDITIONS OF THE AREA WHICH YOU FEEL MAKE THIS PROPOSAL
WARRANTED?
On January 15, 2002, Spokane County implemented a new comprehensive plan, UGA boundaries and Phase I Development
Regulations as part of the State GMA. These regulations designated this site in the UGA and in the Low Density Residential
(LDR) category. These Phase I Regulations retained the UR 3.5 zoning of the site. On March 31, 2003, this site was
incorporated into the City of Spokane Valley who adopted by reference the County Comprehensive Plan, Zoning Code, and
Phase I Development Regulations. These adopted regulations require zone re -classifications to be consistent with the
implementing zones specified . The implementing zones for the LDR category are the UR-3 5 and UR-7 zones. The
regulations limit new residential development to a maximum net density of 6 dwelling units per acre with such zoning referred
to as UR-7*. This project meets this density criteria by having a proposed net density of 4.26 dwelling units per acre.
Therefore, the requested rezone is consistent with the LDR Designation.
WHAT FACTORS SUPPORT THE ZONE RECLASSIFICATION?
CONSISTENCY WITH THE COMPREHENSIVE PLAN: The Comprehensive Plan outlines the goals for Residential Land
Use and Policies to implement these goals. Goal UL.7 strives to locate residential developments in areas where facilities and
services can be provided in a cost-effective and timely fashion. The site is currently in an area that has water service and
sewer service is being extended currently to serve the property. Goal UL.S defines housing variety with the intent of creating
urban areas with a variety of housing types and prices including single family development. The site proposes single family
houses which complements the existing surrounding residential mixture. Goal UL.9a and 9b supports a variety of residential
densities as well as efficient use of land and resources by reducing low density development (sprawl) within the UGA. This
site proposes a recommended LDR density by conversion of undeveloped land that currently doesn't support any residential
housing. In summary, this site and proposed development is consistent with all four goals outlined in the Comprehensive Plan.
Finally, the project is consistent and abuts the new Pakiba Subdivision to the North and East which is a preliminary plat that is
being developed with the UR-7* densities.
COMPLIANCE WITH PURPOSE AND INTENT OF ZONING: Policy UL.9.1 of the Comprehensive Plan recommends that
residential densities in the LDR category range from 1-6 dwelling units per acre. Policy UL.9.2 recommends seeking and
average residential density in new developments to at least 4 dwelling units per acre and finally, Policy UL.8.1 recommends
that mixed -income development be provided for in residential areas. This rezone generally implements and complies with the
purpose and intent of the LDR zoning outlined in the Comprehensive Plan.

WHAT IMPACT WILL THE PROPOSED ZONE RECLASSIFICATION HAVE ON THE SURROUNDING AREA?
The zone reclassification will increase the number of potential residential units that can be placed on the property. However
when considered concurrently with the preliminary short plat proposed. the actual number of potential residential units 0.e. —
density) will actually be below the UR-3.5 standard. The current UR-3.5 zoning supports a net density of 4.35 units per acre.
While the proposed UR-7* zone supports a maximum of 6 units per acre, the specific proposed project has a density of 4.26
units per acre. This results in no increase in the allowable units per acre. The project will adjoin existing UR-3.5 zoned
properties to the north and west and will adjoin proposed UR-7* property to the north and east.
WHAT MEASURES DO YOU PROPOSED TO MITIGATE YOUR PROPOSAL'S IMPACT ON SURROUNDING
LAND USE?
The proposed project will improve the roadway frontage along Indiana as required to mitigate traffic impacts. In addition, a
new private driveway will be installed to access one lot.

Written Narrative
The proposed project is located on approximately 1.06 acres (46,355 ft2) in the City of Spokane
Valley Washington. It is located in the S % of Section 7, Township 25N, Range 45E, W.M.. The
project site is zoned UR-3.5 and has a comprehensive plan designation of Low Density
Residential (LDR).
The project is bounded to the West and a portion to the North by existing large rural lots
consisting of single family homes and generally undeveloped land. A portion of the North and
the East boundary abuts a proposed UR-7* development called Pakiba/Greenacres Estates. The
south boundary of the property is Indiana Avenue.
To develop the property as envisioned, a rezone from UR-3.5 to UR-7* has been requested. This
zone is consistent with the Low Density Residential (LDR) designation outlined in the
Comprehensive Plan which allows 1-6 dwelling units per acre.
This rezone is not intended to increase the density beyond the current UR 3.5 allowable 4.35 net
units per acre. In fact the proposed project net density is 4.26 units/acre. The only reason for
the rezone is to allow a reduction in the frontage requirements so that the property can be fully
utilized.
Once the rezone has been approved, the proposed project will be to develop the property into
4 single family residential lots. The total net density for the site excluding the road rights of way
or driveway easements is 4.26 dwelling units per acre. This density is less than the allowable 6
dwelling units per acre for the requested UR-7* zone and is even less than the existing UR-3.5
allowable 4.35 units per acre.
The only internal road will be a private driveway to serve a lot to the north. This driveway will be
connected to Indiana Avenue. The rest of the project will access existing Indiana Avenue.
Sewer service to the property will be extended from a sewer line that is currently being installed
in Indiana immediately in front of the property. Water service for the project will be provided
by Consolidated Irrigation District #19 and will be served by existing waterlines located in
Indiana Avenue.

Property is zoned Urban Residential 3.5 (UR-3.5) and is approximately 46,355 square
feet in size. The proposal is to request a re -zone to UR-7* and subdivide the property
into 4 residential lots. All lots will be at least 6,000 sf in size and will have 65' of
frontage. The resulting density will be 4.26 dwelling units per acre which is less than
the requested UR-7* zoning density of 6 dwelling units per acre. In fact this density

points within the swales having rim elevations of 6" above the swale bottom.

The swales will be sized to contain the first 2/2." of runoff from the impervious
areas of the project including roadways and act as a treatment component to
the stormwater system. Any volume of water which exceeds the capacity of the
swales will overflow into the described diywells for disposal into subsurface
sands and cobbles. Each Type "A" drywell will have the ability to handle 0.3
cfs and each Type "B" drywell will have the ability to handle 1.0 cfs of
stormwater. Materials which may inadvertently enter the system through spills
or firefighting activities will initially be contained within the "208" swale. It
is anticipated that the material which will enter the drywells to the subsurface
strata will be partially treated stormwater runoff which exceeds the %" of
initial runoff.
(2) Will any chemicals (especially organic solvents or petroleum fuels) be stored in
aboveground or underground tanks? If so, what types and quantities of material will
be stored?
None anticipated.
(3) What protective measures will be taken to insure that Teaks or spills of any
chemicals stored or used on site will not be allowed to percolate to groundwater.

If improvements to Indiana are required, stormwater will be discharged into the
ground via the described drywells. See 14.a(1) for further detail. Since any
required proposed swales will be used to treat all stormwater in accordance

Guidelines, any stormwater entering the diywells will be treated and therefore
it is anticipated that the potential impacts will be minor.

The existing project access is from Indiana Avenue.
Primary access to this existing road is frrom Barker to
the east and Flora to the west. There are no proposed
internal roadways for this project. One extended
driveway will be constructed. No other connections
are proposed.
b. Is the site currently served by public transit? If not, what is
the approximate distance to the nearest transit stop?
No. The #90 bus goes to Mission and Barker at its
closest point and nearest time point for the #90 is at
Barker and Appleway.
c. How many parking spaces would the completed project
have? How many would the project eliminate?
All residences will have driveways and/or frontage
along Indiana Avenue. No parking will be eliminated
by the project.
d. Will the proposal require any new roads or streets, or
improvements to existing roads or streets, not including
driveways? If so, generally describe (indicate whether public
or private).
No internal streets are anticipated at this time. There
will be a new 20' wide driveway to access the northern
most lot. No provisions have been made for future
connections to undeveloped property around the
property. All abutting property has access to City
streets. Improvements to the existing Indiana Avenue
are not anticipated at this time. Currently this street is
being widened and paved as part of a sewer project
being completed

as part of this project. (10 Trips/lot/day) Peak volumes
are anticipated to occur in the morning and afternoons
as residents go to work and return from work.

None at this time. Indiana is currently being improved
by the sewer project being completed at this time.
15. Public Services

Yes. Possible increase in fire, police protection,
ambulance service, and school services.

None anticipated.

Electricity, natural gas, water, refuse services,
telephone, and cable TV.

Sewer service will be provided from a new 12"
mainline that is currently being installed in Indiana
Avenue. Water service is available from an existing
mainline water pipe in Indiana. This is part of the
Consolidated Irrigation System #19 Water System.
