Sewer connection permit is required. Commercial developments shall submit historical and or estimated water usage prior to the issuance of the connection permit in order to establish sewer fees. SS12A Applicant shall submit expressly to Spokane County Division of Utilities "under separate cover", only those plan sheets showing sewer plans and specifications for the public sewer connections and facilities for review and approval. Commercial developments shall submit historical and or estimated water usage as part of the sewer plan submittal. SS12F Sewer plans acceptable to the Division of Utilities shall be submitted prior to the issuance of the sewer connection permit. WS01 Any water service for this project shall be provided in accordance with the Coordinated Water System Plan for Spokane County, as amended. Building Department 08/09/05 Re: 11723 E. Mansfield Ave (2) 2-Story Tri-Plex. 1. Fair housing accessibility guidelines define "covered multifamily dwellings" as "buildings consisting of four or more dwelling units: and ground floor units consisting of four or more dwelling units. Dwelling units within a single structure separated by firewalls do not constitute separate buildings. With respect to the number of units in a building, under the model building codes, firewalls create separate buildings. However, for the purposes of the FHAct, firewalls separating units are not treated as separate buildings. Likewise, separation by a breeze way does not create separate structures. The FHAct design and construction requirements cover all buildings with four or more units that are used as a dwelling. This includes, for example, apartments, condominiums, and single- family homes when located in a building of four or more units. 2_ Since there is no elevator then the entire second floor units will not be required to meet ADA. 3_ Ground floor units will be classified "Type B units," and will have to meet the requirements for ADA, Type "B" units.. 4 Supply complete Plan Analysis on 2003 IRC for duplexes. 5 Plumbing waste and gas line isometric drawings need to be included.(not generic) 6 Two hour separation required between duplexes, with two separate walls if skin is penetrated. No complete penetration of two hour allowed. 7 Plans and specifications shall be drawn to scale and shall be of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that it will conform to the previsions of this code and all relevant laws, ordinances, rules, and regulations. 8 Include a floor plan of each floor showing location of all walls and partitions, door sizes, and window sizes. Location of all permanently installed equipment such as plumbing fixtures, water heater, furnaces, appliances, and wood stoves. 9 Show one representative cross section through exterior walls showing all details of construction from footing to the highest point of the roof. Include framing materials and insulation R-Values in this view. 10 Provide all window sizes and types, and designate the operable portion of windows as well as the locations of tempered glass. Include U-values for exterior doors and windows. 11 Comply with bedroom and basement window egress requirements. 12 Provide grade of the lot including the amount of backfill against the foundation. 13 Provide foundation details, footings must be continuous, Foundation walls 3000 # PSI slabs, garages, carports, and porches 3500 # PSI. 14 Dimension the stem wall thickness, footing width, thickness, depth into undisturbed soil for each footing type and condition. 15 Locate and specify all anchor bolt spacing and post anchors on the foundation plan. 16 All Engineers and Architects involved in the design of the structure are to date, sign, and seal the related sheets of the plans, details, and calculations. This is in accordance with the rules of the Washington State Board of Technical Registration. 17 Need to list type of construction, live and dead loads shown for floor and roof systems. 18 Note and specify tie straps, framing anchors, and joist/truss hangers by type, size and required attachment to framing members. 19 Locate and identify braced wall panels on the plan view. Failure to identify the location and construction for required braced panels and braced panel lines will make it impossible for the City of Spokane Valley to issue specific building permits. 20 Provide truss calculations and truss layout plan on site. A. The required number of off-street parking stalls shown on the site plan is sufficient for the proposal. 1. The total required number of parking stalls is 9. Your site plan indicates a total of 12 parking stalls, which exceed the required number of one and one half spaces for each dwelling unit. 2. Based on the number of parking stalls required, one (1) handicap (ADA) accessible parking stall is required. The stall shall be designed to accommodate a van. 3. One fo the required parking spaces shall be provided for guest parking and shall be labeled "Guest Parking Only." 4. Note the paving of all parking areas and traveled areas are required by code. 5. Dimensions of all parking stalls and all travel surfaces as per the Zoning Code standards. 6. Locate and describe all traffic control devices (painted parking stalls on asphalt, directional arrows at points of ingress/egress, wheel stops, curbing, etc.). B. A detailed landscape plan shall be submitted indicating the following; 1. A twenty foot (20) foot wide strip of Type III Landscaping along Mansfield Avenue is required. 2. Note the location, size and type of species at the time of installation so that the definition of a Type III landscape strip is met. 3. Definition of a Type III landscape strip indicates a mix of evergreens and deciduous plantings including living trees, shrubs and ground covers. Shrubs shall be a type that does not exceed a height at maturity of approximately three (3) to four (4) feet. Deciduous trees shall have a frank diameter of one and three quarter (1 3/4) inches at the time of planting and be spaced so as to result in touching of branches after ten (10) years of normal growth or approximately every thirty (30) feet on center. Evergreen trees shall be a minimum of four (4) feet tall at the time of planting and spaced so as to result in a distance between trees approximately equal to the mature spread of the tree used. 4. Illustrate the six (6)-inch protective curbing around the landscaped areas adjacent to parking lots and travel surfaces. 5. Note an approved automatic irrigation system will be installed to maintain the plantings. 6. A nursery estimate shall be submitted for review which itemizes the cost of all landscape materials, labor and the automatic irrigation system along with a promissory letter on company letterhead ensuring the installation of all required landscaping as illustrated on the approved landscape plan. C. Although the submitted site plan is generally acceptable, the Department of Community Development is requesting a revised site plan with additional information in order to confirm compliance of the proposal with all applicable zoning criteria This information includes: 1. The property size and parcel boundaries and proper legal description of the parcel on the face of the revised site plan. 2. It shows there are two parcels on your site plan, however our records indicate one parcel (45094.0528). When you submit, please show actual configuration of property. 3. Building coverage calculations verifying no more than percent (60%) of the site is covered by building foot print 4. Show the buildings size in square feet 5. Show the building height in feet and stories. Include a note identifying basements and/or mezzanines. 6. Illustrate fencing (existing and proposed). Note the height and type of fencing. Fences over six (6) feet in height require a building permit and/or zoning variance. 7. All outdoor trash, garbage and refuse (including recyclables) storage areas shall be screened on all sides from public view and at a minimum be enclosed on three (3) sides by a five and one half (5'%)-foot high concrete block or masonry wall, or sight - obscuring fence with a sight -obscuring gate, for access. 8. If outdoor trash, garbage or refuse storage areas are being proposed, please indicate these areas on the site plan. Note the height and type of screening proposed. 9. All storage shall be wholly within a building and shall be accessory the apartments located on site. 10. Provide a specific Lighting plan for the entire parcel showing the location of the exterior lighting fixtures and illustrate the direction and extent of illumination. If parking lot lighting is proposed, the Lights shall be constructed, shielded and used so as not to illuminate directly or create glare visible from adjacent properties or public rights -of - way. D. The following is additional information, requirements, application materials and fees. 1. Signage is addressed through a separate review and permit. 2. The Current Planning Division requires a commercial site plan review fee of $250.00 payable to the City of Spokane Valley. This is required to be paid prior to issuance of building permits. A pre -application conference is designed to bring the applicant and affected agencies and departments (including, but not limited to, Public Works, Planning Division, Fire Department, Building Division and Health District) together to review and discuss a proposed development in its preliminary stages. 2. Pre -construction conferences may be requested by the applicant or city staff after issuance of the building permit. 6. The Building Official may waive in writing the requirement for a pre -application conference for proposals that are determined not to be of a size and complexity to require the detailed analysis of a pre -application conference.
