Subsequent submittals must be similarly stamped. 2.3.5. Phased projects should indicate all proposed phases on the plan set, clearly delineating the scope of work for each phase. 2.3.6. First comment letter can be expected within 2 weeks of submittal date. This is the time frame as of the time of this meeting. A Target Date will be issued at the time of application and will reflect the time frame as of the date of application. 2.3.7. Recheck will occur within one to three weeks after resubmittal. 2.3.8. Construction documents must include plumbing and mechanical systems 2.3.9. Changes to documents must be provided by one of the following methods: redline approval, 8-1/2" x 11", or full size sheets, as appropriate. Changes must be submitted prior to plan approval. 2.3.10. When required, special inspections shall be performed by WABO approved agencies or by agencies approved by the building official prior to permit issuance. The access road shall be located no less that 15ft. and not more than 30ft. from the building and positioned parallel to one entire side of the building. b. Marking Fire Lanes: [IFC D103.6] Fire access roads 20ft. - 26ft. in width shall have signs posted on both sides. Roads 26ft. - 32ft. in width shall have signs posted on one side. 2. All submittals shall be sent through the City of Spokane Valley Building Department Permit Center located at 11703 E Sprague Avenue, Suite B-3. The following comments are based on the details provided at the time of the Pre -Application meeting. Additional comments may accompany our review of future submittals that provide more information about the proposed design. Some of these comments may result in revisions to the design and/or site configuration. Design 1. A Professional Engineer, licensed in the State of Washington, shall prepare required engineering documents (including civiUstreet plans, drainage plans, drainage calculations, traffic studies, etc.) Plans shall conform to the 2009 Spokane Valley Street Standards (or as amended), the 2008 Spokane Regional Stormwater Manual (or as amended), the City of Spokane Valley Municipal Code and all other federal, state and local regulations, as applicable. 2. At this location, existing frontage improvements on Broadway Avenue include pavement, curb and gutter. The applicant is required to construct a 10-foot swale and 6- foot sidewalk per Street Standards Chapter 2, and to relocate existing utilities to two feet behind the sidewalk. The following is for determining right-of-way and border easement dedications: Broadway Avenue is designated a collector arterial street, located in a commercial zone. Frontage improvements include 20 feet of asphalt width from road centerline, Type B curb and gutter (2 feet wide), 10-foot wide roadside swale, and a 6-foot wide sidewalk. The total width of improvements is 38 feet. The border easement width was determined assuming that the center of the road coincides with the center of the right-of-way. Applicant to confirm right-of-way location and width(s). Note — building setback begins at edge of border easement. 3. A site plan is required to be submitted for review. All items on the Commercial Development Permit Minimum Site Plan Requirements list, given to you during the pre - application meeting are required to be on the site plan. The project impervious area calculations shall be provided and consist of: a. Total Rooftop area, b. Total Pavement area, c. Total Gravel area, and, d. Total impervious area. 4. If there is the addition and/or reconstruction of 5,000 square feet or more of impervious surfaces (pavement, gravel, rooftop, etc.) at full build -out and/or if there are new drywells, a drainage design is required. If existing impervious areas are hydraulically connected to the new ones, the drainage design must include the existing connected impervious areas. 5. If drywells are proposed in Garrison or Springdale soils, the Geotechnical testing to confirm soil classification and drywell function may be pertained during construction. If this option is exercised then the following note (revised APRIL 2011) shall be placed on the cover of the plans: Per Spokane Regional Stormwater Manual methods, a qualified licensed engineer shall evaluate, classify and document the soils in the excavated drywell infiltration zone prior to installation of the filter fabric, drainage rock or drywell barrel and shall determine if the soil 's conditions will be suitable and capable of infiltrating storm water at the design flow rate. Engineer shall submit a copy of the documentation detailing the observations, the conclusions and the basis for the conclusions to the City of Spokane Valley Development Engineering. If the engineer determines that the soils do not meet the design's requirements or that a condition exists preventing the drywell from functioning as designed, the design engineer shall be notified and the design revised to meet existing conditions. Any revisions to the design shall be submitted to the City of Spokane Valley for review and acceptance. 6. Driveway approach design shall follow the 2009 City Road Standards, or as amended. 7. Per Municipal Code Section 22.20 Concurrency a Professional Civil Engineer, Licensed in the State of Washington, shall submit a trip generation and distribution letter for review. If a landscaping plan is required, please include a copy with the civil plans to be reviewed for conflicts within drainage structures or clearview triangles. 9. Use the Standard Plan Notes found in the Street Standards Appendix 4A rather than those in the Spokane Regional Stormwater Manual Appendix 3B. 10. Show any utility easements (i.e. telephone, power, etc.) on the civil plans. The permittee is responsible for arranging for all necessary utility adjustments, relocations, or improvements as required for completion of the project. The developer needs to contact the purveyors of each affected utility regarding private service, utility improvement, and any relocation and adjustment costs. All rigid objects shall be located out of the clear zone. These clear zone requirements can be found in the 2009 Spokane Valley Street Standards, or as amended. 11. If sewer and/or water needs to be brought to the properties and to do this requires an Engineering design, copies of the approved sewer and water plans are required to be submitted to Development Engineering. The civil plans for the project are required to show the extents of pavement removal and replacement. 12. All new dry wells and other injection wells must be registered with the Underground Injection Control program (UIC) at Department of Ecology prior to use and the discharge from the well(s) must comply with the ground water quality requirement (non - endangerment standard) at the top of the ground water table. A Construction Stormwater Permit will need to be obtained from the Department of Ecology if both of the following two conditions apply: a. Review of civil plans/site plan and supporting documents cannot proceed until an application for a building/grading permit has been received. A pre -construction conference with Development Engineering is required prior to the start of construction. Attendees shall include the Project Engineer, the Applicant/Developer, the Contractor, the Onsite Inspector who will be certifying the project and, if known, the subcontractors for concrete and asphalt. The meeting will not be held if these people are not able to attend. Prior to the meeting, it should be determined who will supply the weekly reports, the certification package and who will perform the testing. 16. Permits are required for any access to or work within the right-of-way of the City of Spokane Valley roadway system. A traffic control plan will be required to accompany the right-of-way obstruction permit. 17. TESC structures (such as filter fence, silt ponds, silt traps) are to be installed prior to the start of site work and maintained throughout the duration of construction and until the site has stabilized. 18. See Section 22.50.020(D) for stall dimensions and other requirements. 3. Accessible Parking Requirements (SMVC 22.50.020.G) i. Spaces Required: One van accessible and one regular parking space is required based on the following requirements. 1. One (1) of every twenty-five (25) required and/or provided parking spaces shall be designated to accommodate a handicap accessible space. 2. One of every six (6) required handicap accessible parking stalls shall be designed for a van. The minimum dimensions of an ADA van stall are eleven (11) feet by twenty (20) feet with four (4) feet of striping. Additional ADA stalls shall meet the standards of the International Building Code (IBC). ii. Location: Accessible parking spaces shall be located on the shortest accessible route of travel from adjacent parking to an accessible building entrance. 4. Off Street Load Requirements (SVMC 22.50.040) i. One off street loading space is required for the warehouse use. It shall measure twelve (12) feet wide, thirty (30) feet long and fifteen (15) feet high (if a dock). 5. Bicycle Parking (SVMC 22.50.050) i. Bicycle racks and/or storage shall be provided when 25 or more parking are required at a ratio of one rack for every 25 parking spaces. Refer to SVMC 22.50.050 for bicycle parking design and locational requirements. Two (2) bicycle racks are required for this proposal. E. Outdoor Lighting Standards (SVMC 22.60) 1. Provide a specific lighting plan for the entire parcel showing the location of the exterior lighting fixtures and illustrate the direction and extent of illumination. F. Landscaping Requirements (SVMC Section 22.70) — The City of Spokane Valley encourages retention of existing landscaping to the greatest extent possible. 1. General Requirements: i. A detailed landscape plan shall be submitted. The landscaping plan shall be prepared and sealed by a registered landscape architect and include the size and type of landscaping materials, the dimensions of the tract, and a point calculation showing compliance with this provision. ii.
