Proposal Description: Request for prelimi-
nary plat approval to subdivide 3.46 acres
into 21 residential lots.
Proposal Location: Tax Parcel 55182,2027,
not addressed; located approximately 400
feet east of the intersection of Cataldo Av-
enue and Tschirley Road; further located in
the NE 14 of the SW 'A & the NW l44 of the SE
14 of the NW 'A of Section 18, Township 25
North, Range 45 East, Willamette Meridian,
Spokane County, Washington.

ment, LLC, 12720 E Nora Ave, Suite E,
Spokane Valley, WA 99216
Lead Agency: City of Spokane Valley
The lead agency for this proposal has de-
termined that this project does not have a
probable significant adverse impact on the
erwironment. Pursuant to WAC 197-11-,
350(3), the proposal has been conditioned
to include necessary mitigation measures
to avoid, minimize, or compensate for prob-
able significant impacts. An Environmental
Impact Statement (EIS) is not required
under RCW 43.21C.030(2)(c). The neces-
sary mitigation measures are listed below.
This decision was made after review of a
completed environmental checklist and
other information on file with the lead
agency. This information is available 10 the
public on request.
Determination: This MDNS is issued under
WAC 197-11-340(2). The lead agency will
not act on This proposal for 14 days from the
date issued, Comments must be received
by 5:00 p.m. on July 31, 2020.

Mitigation Measure:
1. The developer shall pay to the City of
Spokane Valley a voluntary mitigation tee in
the amount of $34,569 for the South Barker
Study Area improvement projects prior to
the recording of the final plat.
2. Pnor to issuance of the Engineered Grad-
ing Permit, the developer shall submit a
Cultural Resource Survey report completed
by a qualified professional to the Spokane
Valley Community and Public Works Depart-
ment. In addition to the report, the developer
shall submit evidence of the acceptance/
concurrence with the findings in the report
from the Department of Archaeology and
Historic Preservation and the Spokane
Tribe of Indians.
Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after Inc date Issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
