Spokane Valley Planning Commission

May 14, 2020
I. Chair Johnson called the meeting to order at 6:00 p.m. The meeting was held remotely via
ZOOM meeting.
II. Commissioners, staff and audience stood for the pledge of allegiance.
III. Secretary to the Commission Deanna Horton took roll and the following members and staff
were present:

IV. AGENDA: Commissioner McKinley moved to approve the May 14`h, 2020 agenda as
presented. There was no discussion. The vote on the motion was six in favor, zero against,
and the motion passed
V. MINUTES: Commissioner Kaschmitter moved to approve the meeting minutes from March
12", 2020 as presented. The vote on this motion was six in favor, zero against and the
motion passed.
VI. COMMISSION REPORTS: Commissioner Beaulac commented that he took a walk on the
new section of the Appleway Trail and it is coming along very nicely. Commissioner
Johnson said that he was reappointed to the Spokane County Human Rights Task Force for
four years.
VII. ADMINISTRATIVE REPORT: Building Official Jenny Nickerson gave an update on how
Planning Commission meetings will continue during the COVID-19 pandemic. She also
thanked former Planning Commissioner Matt Walton for his service on the Commission and
informed that a new Commissioner will be appointed to the board in the very near future.
Commission Secretary Deanna Horton explained that voting and speaking during the ZOOM
meeting will be different from an in person meeting. Each Commissioner was provided a
yellow card and they are to use the card as a way to be acknowledged to speak during the
meeting and to show their vote for and against each matter on the agenda.
VIII. PUBLIC COMMENT: There was no public comment.
IX. COMMISSION BUSINESS:

Election of Officers: Election Of Vice Chair. Secretary Horton explained to the
Commissioners that former Commissioner Matt Walton tendered his resignation so the
Commission needs to re-elect the position of Vice -Chair.
Commissioner McKinley nominated Commissioner Kelley as Vice -Chair. Commissioner
Kelley refused the nomination. Commissioner Kelly nominated Commissioner McKinley.
Commissioner McKinley accepted the nomination. Chair Johnson nominated Commissioner
Kaschmitter. Commissioner Kaschmitter accepted the nomination. The votes on the election

There were four votes for Commissioner Kaschmitter and two votes for Commissioner
McKinley and Commissioner Kaschmitter was declared the new Vice Chair of'the
Commission.
X. GOOD OF THE ORDER: Commissioner Kaschmitter thanked the Commission for the
appointment to the Vice -Chair position. Commissioner McKinley thanked Commissioner
Kelly for his kind words of nomination.
Xl. ADJOURNMENT: Commissioner Kelly moved to adjourn at 6:18pm. The vote on the
motion was six in favor, zero against, and the motion passed.
