Dear Mr. Allen:
The Spokane County Building Codes Department has completed a plan review
of your submitted plans for the above mentioned project. Listed below are
several items that need correction before final approval can be granted.
1). The footing supporting the proposed deck shall be 12 inches in diameter,
3' 0" minimum below finished grade, and 6 inches above grade.
2). The sound transmission class (STC) is not specified for the floor and
walls as required in U.B.C. Section 3501.
3). Compliance card to be posted showing insulation installed in walls,
floors and ceilings. House Bill 98.
4). A distance of 3 inch minimum clearance shall be maintained from ceiling
fixtures and insulation.
5). The relief valve installed on the water heater shall meet the requirements
as specified in U.P.C. Section 1007.
6). Metal nail stoppers shall be installed to cover holes in studs where nails
could puncture plumbing. U.B.C. Section 2518(g) 8.
7). Waterproof wall board shall be installed in tub/shower areas. U.B.C.
Section 2517(k).
8). Plumbing wall shall meet the minimum requirements in U.B.C. Section
2518(g) 8.
9). Firestopping of the kitchen soffits are not specified as required in
U.B.C. Section 2517(f).

10). The range hood, if not an approved carbon type, shall be vented to the
outside. U.M.C. Section 906.
11). Smoke detectors to be installed centrally near the bedrooms. U.B.C.
Section 1210.
12). Dryer shall be vented to the outside as required by U.M.0 Section 1903.
13). The attic area shall have an access hole of 22" X 30" in size as required.
U.B.C. Section 3205(a).
14). If water heater and furnace are gas uints, the area shall be calculated to
allow for combustion air. U.M.0 Section601, 602. Please note, the heating system
used on this project.
15). The bedroom windows, floor to sill height shall be 44 inch maximum, and a
minimum net clear opening of 5.7 square feet. The net clear opening width dimension
shall be 20 inches, and the net clear opening height of 24 inches. U.B.C. Section
1204.
16). The fireplace and chimney manufacturer and clearance shall be specified.
Please enclose information of the construction of the chimney shaft for review.
17). A stair detail shall be submitted for plan review showing rise and run,
headroom, handrail height, firestopping, and one -hour construction under stairs
if used for storage. U.B.C. Section 3305.
18). Please note the size of the deck floor joists.
19). The top railing of the deck shall withstand a 20 pound load per linear foot
to be applied at right angles to the top rail. U.B.C. Table 47-6.
20). Nailing of the drywall shall meet the minimum requirements as specified in
U.B.C. Table 47-G. Please submit building nail schedule for review.
21). The maximum flamespread classification of finished materials used on interior
walls and ceilings shall not exceed that set in U.B.C. Table 42-B.
As of this time, plan check has been completed on the proposed four-plex located
at E. 12422 Olive Avenue. The second proposed four-plex will be plan checked when
an application is submitted to this department.
