2. Engineers Office (456-3600)
a. Prepared comments were given to the applicant and
Building and Safety by Bob McCann.
b. Applicant must comply with conditions of approval for
Spokane County Zone Change ZE-57-86, which includes the
following requirements:
1. The dedication of a 17 foot right-of-way along
University.
2. Approval of stormwater drainage plan (a plan has
been reviewed and comments have been returned to
the engineer for inclusion in and modification of
the plan). Any changes in the turnaround radius
may necessitate corresponding changes in drainage
plans.
3. Approach permits must be obtained from the County
Engineer.
c. Applicant should be aware that landscape plan and 208
drainage plan should be coordinated to avoid conflict
between the two plans. The Engineer's office would
need to review a landscape plan for compatibility with
the drainage plan.
d. Copies of deeds and similar information needed for
right-of-way dedication.
e. No documents for sewage are required.

3. Health District (456-6040)
a. The project is currently inside a proposed ULID. The
preliminary assessment hearing is scheduled for
February 17, 1987. If the ULID is approved, a request
for a waiver of regulations should be filed to allow
installation of the original system only and a
replacement system would not be required. If it does
not pass, replacement system/area requirements will be
reviewed.
b. Original tanks were two at 2,000 gallons this should be
changed to one 2,500 and one 1,500 gallon single
compartment tanks. (The first tank should be 2/3 of
the overall capacity of the system).

c. Leachbeds are satisfactory size for 10 units shown.
The possibility of granting a request for waiver of
replacement area would allow an llth unit to be
constructed utilizing the original on -site sewage
system.
d. Condominium owners must form an association for
maintenance and operation of sewage system before the
permit is issued.
e. Permit for on -site system required.
4. Planning Department (456-2205)
a. Rezone approved as proposed.
b. Required setback as indicated are adequate.
c. Proposed parking is adequate.
d. 20 feet of Type 3 landscaping required along University
Road.
e. Landscape plan for type 3 and cost estimate, along with
a promissory note is required.
f. SEPA final anotice of action must be filed.
Proposal includes three parking spaces for each unit
making a total of 36 spaces provided. Zoning code
requires as a minimum of 1-1/2 spaces per unit.
h. 10 day appeal period running from the day after the
public hearing approving the rezone is in effect. The
public hearing was held on February 5, 1987.

5. Utilities (456-3604)
a. Double plumbing is required.
b. As -built drawings on sewer system required.
c. ULID statement required.
d. Required to hook up to sewer system as soon as it is
available for connection. (Sewers should be in the end
of summer or beginning of fall). (Permit required).
