Greetings;
You asked me to review the 422 S. Park Road file and comment on the status of that file.
Following are my observations concerning this address file.
• There is a Title Notice identifying that no Building Permits were issued authorizing the
placement and use of a manufactured home by Spokane County Division of Building and
Code Enforcement. That Title Notice is signed by J.Todd and dated October 23, 2000.
• There is no evidence in the address file or in the computer record that a Manufactured
Home Installation Permit was ever issued for this address.
• There is evidence that a Change of Use Permit, from a Temporary Mobile Home to a
permanent structure, and an Approach Permit were issued in April 2000, however, no
indication of inspection approval is found.
In addition, the City of Spokane Valley has not issued any construction permits for this address.
The City has not inspected the manufactured home or approved the placement of the home
relative to property lines or required setbacks as the home was in place prior to the City
incorporating.
The required side yard setback for a dwelling in this zone is 5 feet. The required front yard set
back for a dwelling is 15 feet. The required rear yard setback is 20 feet.
Prior to the City approving the location of the Manufactured Home a Spokane Valley
Manufactured Home Placement Permit would be required. Verification of the above setbacks
would be one of the requirements for final approval of that Permit, and may require a licensed
surveyor to set property corners.
Release of the specific Title Notice will have to be through Spokane County.
