As per your request, the following description of events affirm
this office's contention that Ralph Guthrie did criminally violate
Section 3.09.050 of Title 3, Spokane County Code:

North 3217 Wilbur
Failed to complete the required code work to render
the residence safe to occupy and by allowing the
residence to be occupied without a final inspection.
On July 19, 1988 after due notice, I personally
inspected the residence, together with the occupant
and verified that the required code work was not
completed.
North 3218 Wilbur
Failed to complete the required code work to render
the residence safe to occupy and by allowing the
residence to be occupied without final inspection.
On July 19, 1988 after due notice, Art Erickson and
myself personally inspected the residence, together
with the occupants and verified that the required
code work was not completed.
East 11903 Railroad Circle
Failed to complete the required code work to render
the residence safe to occupy and by allowing the
residence to be occupied without final inspection.

the residence safe to occupy and by allowing the
residence to be occupied without final inspection.
Failed to obtain a permit to relocate a garage.
On August 22, 1988 I personally confirmed that the
residence and garage had been placed on the property
- that the external appearance indicates the
residence is being occupied.
East 11915 Railroad Circle
Failed to complete the required code work to render
the residence safe to occupy. That no final

garage to remain in an unsafe condition.
On August 22, 1988, I personally confirmed that the
residence and garage has been placed on the
property. Again, on September 21, 1988, I
personally confirmed that the garage had collapsed
causing damage to the safety fence separating the
residential lots and the railroad tracks.
