Building Permit Document Requirements/Process Information 2.3.1. Submit complete application (from packet) and documents as required by the submittal checklist provided as a result of this meeting. 2.3.2. Submit 2 complete sets of drawings and specifications. The following is a preliminary list of items to be addressed for the project at time of application. All submittals shall be sent through the City of Spokane Valley Building Department Permit Center located at 11703 E Sprague Avenue, Suite B-3. The following comments are based on the details provided at the time of the Pre -Application meeting. Additional comments may accompany our review of future submittals that provide more information about the proposed design. Some of these comments may result in revisions to the design and/or site configuration. Design 1. A Professional Engineer, licensed in the State of Washington, shall prepare required engineering documents (including civil/street plans, drainage plans, drainage calculations, traffic studies, etc.) Plans shall conform to the 2009 Spokane Valley Street Standards (or as amended), the 2008 Spokane Regional Stormwater Manual (or as amended), the City of Spokane Valley Uniform Development Code and all other federal, state and local regulations, as applicable. 2. Frontage Improvements: Springfield Avenue is designated a local access street, located in a commercial zone. Frontage improvements include 20 feet of asphalt width from road centerline, Type B curb and gutter (2 feet), 10-foot roadside swale, and a 6-foot sidewalk. The total width of improvements is 38 feet. Current right-of-way is 50 feet; %2 of the right-of-way being 25 feet. The minimum %2 right-of-way width, which is to 2 feet behind the curb, is 24 feet. Existing right-of-way is adequate; a border easement, which extends from the right-of-way to back of sidewalk, of 13 feet is required. This shall be designated on the civil plans. The border easement width was determined assuming that the center of the road coincides with the center of the right-of-way. Applicant is to confirm right-of-way location and width(s). A site plan is required to be submitted for review. All items on the Commercial Development Permit Minimum Site Plan Requirements list, given to you during the pre - application meeting are required to be on the site plan. 4. The site plan shall include impervious area calculations. A drainage plan and report are required and shall include calculations for any shared drainage facilities with the adjacent property. The post -project impervious area calculations are to include: a. Total Rooftop area; b. Total Pavement area; c. Total Gravel area; and d. Total impervious area. 5. The civil plans and drainage report shall be submitted concurrently. 6. If drywells are proposed in Garrison or Springdale soils, the Geotechnical testing to confirm soil classification and drywell function may be performed during construction. If this option is exercised then the following note shall be placed on the cover of the plans: Per Spokane Regional Stormwater Manual methods, a qualified licensed engineer shall evaluate, classify and document the soils in the excavated drywell infiltration zone and estimate their infiltration rate prior to installation of the filter fabric, drainage rock or drywell barrel and shall submit a copy of the documentation to the City of Spokane Valley Development Engineering. If the engineer determines that the soils in the drywell infiltration zone will be unsuitable or incapable of infiltrating storm water at the design flow rate or that a condition exists preventing the drywell from functioning as designed, the design engineer shall be notified and the design revised to meet existing conditions. Any revisions to the design shall be submitted to the City of Spokane Valley for review and acceptance. 7. A thorough search for all survey monuments shall be conducted. Any found monuments shall be referenced on the civil plans. 8. A Temporary Erosion and Sedimentations Control (TESC) plan, must be prepared and submitted with the site construction plans and will cover all construction activities for the improvements proposed in these plans. 9. Driveway approach design shall follow the 2009 Spokane Valley Street Standards, or as amended. If an existing approach is to be altered or abandoned then the unused portion of the original approach needs to be removed and replaced with curb, gutter and sidewalk matching that which is adjacent. Per UDC Section 22.20 Concurrency a Professional Civil Engineer, Licensed in the State of Washington, shall submit a trip generation and distribution letter for review. The letter should address a. The traffic for all the development phases proposed for the property; b. Parking and traffic circulation patterns are to be shown on the site plan; and c. Sight distance analysis for all driveway approaches. The letter will be reviewed by Development Engineering to determine if any further traffic study is required. If a SEPA checklist is to be provided, then transportation concurrency will be required prior to SEPA determination. 11. A landscape plan, showing landscaping proposed in vegetated stormwater facilities must be submitted for review. 12. Show any utility easements (i.e. telephone, power, etc.) on the civil plans. The permittee is responsible for arranging for all necessary utility adjustments, relocations, or improvements as required for completion of the project. The developer needs to contact the purveyors of each affected utility regarding private service, utility improvement, and any relocation and adjustment costs. All rigid objects shall be located out of the clear zone. These clear zone requirements can be found in the 2001 Spokane County Road and Sewer Standards, or as amended. 13. If sewer and/or water needs to be brought to the properties and to do this requires an Engineering design, copies of the approved sewer and water plans are required to be submitted to Development Engineering. The civil plans for the project are required to show the extents of pavement removal and replacement. 14. All new dry wells and other injection wells must be registered with the Underground Injection Control program (UIC) at Department of Ecology prior to use and the discharge from the well(s) must comply with the ground water quality requirement (non - endangerment standard) at the top of the ground water table. Copies of the registration(s) for wells, which receive stormwater runoff from public streets, are to be sent to the Spokane Valley Development Engineering Department. The City of Spokane Valley NPDES Permit Number is WAR04-6507. 15. Review of civil plans/site plan and supporting documents cannot proceed until an application for a building/grading permit has been received. All documents (plans, reports, etc) must be submitted through the Building Department Permit Center located at 11703 E Sprague Avenue, Suite B-3. Plans and calculations submitted for review are to be comprehensive, per Standards (e.g. sheet size) and to have gone through an independent in-house review. We are aware that minor errors and omissions occur but, if in an initial perusal as we begin our review, the documents do not appear to be adequate for determining compliance with requirements or that previous comments have not been addressed, we will return them. Copies of the checklist that we use to review and assess completeness will be provided upon request of the Project Engineer Construction 17. Permits are required for any access to or work within the right-of-way of the City of Spokane Valley roadway system. A traffic control plan will be required. 18. TESC structures (such as filter fence, silt ponds, silt traps) are to be installed prior to the start of site work and maintained throughout the duration of construction and until the site has stabilized. 19. All survey monuments shall be protected during construction. Any disturbed or damaged monuments shall be replaced prior to certification / final plat and/or release of surety. 20. Construction within the proposed public streets and easements shall be performed under the direct supervision of a licensed Washington State Professional Engineer/Land Surveyor. All work is subject to inspection by the City. 21. For sureties, the City only accepts Letters of Credit or Cash Savings Assignments. Certificate of Occupancy 22. Upon completion of all improvements, (including civil, site and stormwater facilities), a letter prepared by the Professional Engineer who prepared the plans for said facilities, shall be submitted. The letter shall state that the Professional Engineer has inspected the improvements and that the improvements are constructed according to the project's plans and specifications. The improvements will then be inspected and approved prior to Certificate of Occupancy signoff from Development Engineering. 23. The following, as applicable, are required prior to Certificate of Occupancy signoff. All documents are subject to approval by Development Engineering prior to recording: a. A copy of the recorded drainage easement for shared drainage facilities, which must include a maintenance agreement. b. A copy of the recorded border easement. c. Off -Street Parking and Loading Requirements (SVMC 22.50) 1. General Requirements i. Parking areas, travel areas, and driveways are required to be paved and parking spaces defined. ii. Dimensions of all parking stalls and all travel surfaces as per the SVMC, Table 22.50-3 Parking Minimum Design Requirements. Ninety degree parking (90°) minimum design measurements are 8'6' wide by 18' deep. Minimum aisle width is 22.'6" for two-way travel aisles. iii. A joint parking agreement in a form acceptable to the city attorney, state that the parcel is devoted in whole or in part to required parking for the use of a parcel or parcels under separate ownership. The agreement shall be binding on both properties and shall be recorded with the Spokane County auditor's office and filed with the Spokane Valley Community Development Department. 2. Required Parking Spaces 1. Based on the uses identified the following required off-street parking calculations per the SVMC Section 22.50.020 effective October 28th, 2007 will be used : a. Medical Clinic : One (1) space per two hundred (200) gross square feet = 21 spaces based upon 4,248 square feet (ft2) building area b. Office, professional and general: One Myer two hundred fifty (250)= 8 spaces based upon 1,952 fe of building area i. Twenty nine (29) spaces are required for the development and the site plan indicates that 16 spaces are provided. A joint parking agreement will be required. 3. Accessible Parking Requirements (SMVC 22.50.020.G) i.Spaces Required: One van accessible space is required based on the following requirements. 1. One (1) of every twenty-five (25) required and/or provided parking spaces shall be designated to accommodate a handicap accessible space. 2. One of every six (6) required handicap accessible parking stalls shall be designed for a van. The minimum dimensions of an ADA van stall are eleven (11) feet by twenty (20) feet with four (4) feet of striping. Additional ADA stalls shall meet the standards of the Intemational Building Code (IBC). ii. Location: Accessible parking spaces shall be located on the shortest accessible route of travel from adjacent parking to an accessible building entrance. 4. Off Street Load Requirements (SVMC 22.50.020) i. A loading space is not required for a medical office building. E. Outdoor Lighting Standards (SVMC 22.60) 13913 E. Provide a specific lighting plan for the entire parcel showing the location of the exterior lighting fixtures and illustrate the direction and extent of illumination. This includes lighting for covered parking, open parking and outdoor areas, building exteriors, landscaped lighting, pole mounted lighting and other lighting designed to accent landscape features or architectural elements. The plan shall meet all requirements of SVMC 22.60.030 and be prepared by a qualified engineer. Note that outdoor lighting analysis should relate the watts to square foot of lot area and the building exterior or landscape lighting should relate to watts per square foot of building facade or building perimeter. F. Landscaping Requirements (SVMC Section 22.70) 1. General Requirements: i. A detailed landscape plan shall be submitted. The landscaping plan shall be prepared and sealed by a registered landscape architect and include the size and type of landscaping materials, the dimensions of the tract, and a point calculation showing compliance with this provision. ii. Prior to the issuance of a Certificate of Occupancy a registered landscape architect will certify that the irrigation systems and landscaping has been installed in accordance with approved plans and specification. Maintenance of landscaping shall be the responsibility of the property owner. All landscaping shall be maintained in a healthy growing condition. iii. Please reference Table 22.70-3 for Landscaping Point Values. iv. Please reference Appendix 22-A for the Recommended Planting List. 2. Site Landscaping Points Required: Per SVMC 22.70.030.E.2 landscaping must equal or exceed a minimum number of points based on the size of the lot, parcel or tract and the number of parking spaces. Landscaping requirements are: i. Fifty (50) plus one point for each 200 sq. ft. of area over 5,000 sq. ft.; and ii. Two points of landscaping for every required parking space and one point for each proposed additional parking space. . iii. Total estimated Site Landscaping Points Required: 1. Site Area = (13,160— 5,000)/200 = 50 + 41 = 91 points 2. Proposed Parking Spaces = (16 required spaces ) 2 = 32 points Estimated Site Points Required = 123 3. Parking Lot Islands - Amount and location: 1. Each parking lot island and/or peninsula shall be a minimum of one hundred thirty (130) square feet with a minimum average width of five (5) feet; 2. Each parking lot island and/or peninsula shall contain a minimum of one (1) medium tree; 3. The distance between any parking space and a landscaped area shall be no more than seventy-five (75) feet; 4. All parking lot planting areas shall be protected with concrete curbs, or equivalent barriers. Bumper blocks shall not be used for boundaries around the landscaped area; 5. All landscaping must be located between parking stalls, at the end of parking columns, or between stalls and the property line. Landscaping 13913 E. Ground cover or grasses shall be planted to cover each parking lot planting area within three (3) years from the date of issuance of the Certificate of Occupancy. All ground cover shall have a mature height of not more than twenty-four (24) inches. Loose rock, gravel, decorative rock or stone, or mulch shall not exceed twenty percent (20%) of the planting area. 8. Space devoted to required parking lot planting areas shall be in addition to any required front, side, and rear yard buffer req uirements. Springfield Ave. Health District Database No: SV-581 Health District Permit No: 16317 (1959) The Spokane Regional Health District has completed a preliminary review of the above referenced project. Based on the review, the following comments are offered for consideration by both the City of Spokane Valley and the project sponsor prior to issuance of a building permit. (The Health District will not be able to attend this meeting) Food Program Comments If the operation will include any food sales or service to the public the following items shall be submitted for review and determination of permit requirements: 1. A complete set of building construction plans and specifications must be submitted for review and approval prior to issuance of the building permit. 2. A food menu and food preparation steps must be included with the plan submittal. Note: All necessary paperwork for obtaining a food service establishment permit can be obtained at www.srhd.org/services/new_existing.asp. 3. A written statement of intent as to method of refuse containment is to be provided, along with a description of how the containment will be maintained in a sanitary manner. The refuse containment area surface must be constructed of nonabsorbent material and shall be smooth, durable, and sloped to drain. Springfield Ave. (permit number 16317) is required to be properly abandoned. The sponsor is required to submit documentation to show the system has been properly abandoned. Please contact our office for additional information. 2. The proponent is required to hook up to public sewer if the property line is within 200 feet of the available sewer, and if the sewer utility requires the hook-up. 3. If sewer is not available or the sewer utility will allow an on -site sewage disposal system for the project, then the proponent must apply to the appropriate agency for a permit to install an on -site sewage disposal system to serve the new structure. If the system design flow will exceed 3,500 gallons per day, the sponsor is required to contact the Washington State Department of Health (DOH) at 329-2143 for permits and requirements. All sewage flows over 1,000 gallons/day are required to be pressurized. 4. The on -site sewage system is required to be designed by a licensed on -site designer or engineer. They will be the best source of information concerning the on -site sewage system. 5. The on -site sewage system designer must work with the sponsor to ensure State and local land density requirements for determining sewage flows are met. 6. The septic system and designated replacement area shall meet all setbacks listed in Table IV of the Washington State Rules and Regulations for On -Site Sewage Systems, Chapter 246- 272A WAC. 7. Check with the City of Spokane Valley Building & Planning for possible requirements concerning flood zones, daily sewage flows, and other impacts to property development, including the on -site sewage system. 8. A revised site plan showing the existing septic system and designated replacement area, all water lines on the property, and all existing and proposed structures shall be submitted for review. 9. Systems requiring pumps will need an electrical permit and inspection from the Washington State Department of Labor and Industries (324-2600). 10. On -site sewage systems permitted by the local Health District are designed to handle residential strength sewage only. Floor drains in bathroom water closet areas and in the hot water tank area are the only floor drains allowed in the on -site sewage waste stream. The applicant shall contact the Washington State Department of Ecology (329-3400) for requirements on handling wastewater from wash -down areas, roof and street drainages, commercial food processing, etc. as these cannot be diverted into the on -site sewage system. 11. Springfield Ave. 12. All surface drainage must be diverted away from the on -site sewage system and the designated replacement area. 13. The public water system serving the area is available, and the building structure is to be connected to it. No on -site water source is to be established or maintained. 14. Any existing wells on the site shall be included on a revised site plan. All wells used to supply water to a public building or business shall be approved as a public water supply by the Washington State Department of Health (456-3115). Any well on the site that is unusable, abandoned, the use has been permanently discontinued, or which is in such disrepair that its continued use is impractical or is an environmental, safety or public health hazard shall be decommissioned. 15. All well decommissioning work must be performed by a water well driller licensed in Washington State, and must be coordinated through the Spokane Regional Health District. The sponsor is urged to contact Waste Management of Spokane for the purpose of establishing a refuse containment area that will be accessible to service vehicles. 2, All demolition/construction debris must be transported to a licensed solid waste disposal facility. No on -site burning or burying of debris will be allowed. 3. If the proposed area will be filled and graded with clean soil or rock no action is required by the Health District. If the fill will include inert waste such as concrete or asphalt it shall not exceed 250 cubic yards without obtaining an inert waste landfill permit. Sites requiring an inert waste landfill permit shall comply with section 1.06.040 of the Spokane Regional Health District 2004 Solid Waste Handling Standards. Any other regulated solid waste placed on the site shall meet the requirements of the Spokane Regional Health District 2004 Solid Waste Handling Standards. These comments are based on the project as proposed and reflect requirements in place at the time of submittal. There may be additional requirements at the time of formal application submittal if there have been changes to the proposal or revisions to the regulations have occurred since the original submittal. Construction related requirements • Dust emissions during demolition, construction and excavation projects must be controlled. This may require the use of water sprays, tarps, sprinklers, or suspension of activity during certain weather conditions. • Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces. If tracking or spills occur on paved surfaces, measures must be taken immediately to clean these surfaces. • Debris generated as a result of this project must be disposed of by means other than burning. • Spokane Clean Air strongly recommends that all traveled surfaces (i.e. ingress, egress, parking areas, access roads, etc.) be paved and kept clean to minimize dust emissions. • If objectionable odors result from this project, effective control apparatus and measures must be taken to reduce odors to a minimum. • Special attention should be given to proper maintenance of diesel powered construction equipment to reduce the impact of diesel exhaust, a suspected carcinogen. Additional requirements • A Notice of Construction and Application for Approval Is required to be submitted and approved by Spokane Clean Air prior to the construction, installation, or establishment of an air pollution source. This includes emergency generators rated at 500 hp (375 kW) or higher, natural gas heating equipment units rated at 4 MMBTU/hr or higher (input), and heating equipment units fired with other fuels (e.g. diesel) rated at 1 MMBTU/hr (input) or higher. Springfield Attachments: No Build Easement Agreement-Template.doc Denny, It looks like you're on the right track, a couple of things to keep in mind is the construction type and distance between the two buildings; Per Table 602, 2006 IBC, you will need a minimum of 20 feet between buildings of type II-B and/or VB construction. Have you already gone through the pre -application process for this site? If not, please be aware that the "No Build Easement Agreement" is not required to be completed and recorded at time of pre -application; however, the "No Build Easement Agreement" needs to be reviewed and approved by the City, signed by all parties and recorded prior to certificate of occupancy. The agreement information and easement location should be shown on the preliminary site plan submitted for the pre - application meeting. Springfield, No -build access easement Hi Doug. Please reference the attached site plan sketch. My client is investigating the development of this site. It is Community Commercial zoned. The parcels adjacent to its north and west boundaries are also C zoned and are being developed for a doctor's office and parking. The adjoining parcel to the east is residentially zoned. The design for this site is proposed to be integrated with the design of the doctor's office building currently under construction at 13916 E. Broadway. The two developments would share parking and a no build access easement would be implemented to allow the maximum use of the subject site. The proposed no -build access easement is cross -hatched on the attached site plan sketch. The intent of the easement is to allow exterior wall protection as per IBC 704.3. The building currently under construction would remain in compliance with 704.5. A future building on the subject site would be built in compliance with section 704.5 and Table 704.8. For code purposes the easement would establish an imaginary property line between the two buildings in lieu of the surveyed property lines. This would allow exterior wall and opening protection for the new building on the subject lot that is less restrictive than would be possible without the easement.
