The following is a preliminary list of items to be addressed for the project at time of application. All submittals shall be sent through the City of Spokane Valley Building Department Permit Center located at 11703 E Sprague Avenue, Suite B-3. The following comments are based on the details provided at the time of the Pre -Application meeting. Additional comments may accompany our review of future submittals that provide more information about the proposed design. Some of these comments may result in revisions to the design and/or site configuration. Design 1. Unless otherwise stated, a Professional Engineer, licensed in the State of Washington, shall prepare required engineering documents (including civil/street plans, drainage plans, drainage calculations, traffic studies, etc.). Plans shall conform to the 2009 Spokane Valley Street Standards (or as amended), the 2008 Spokane Regional Stormwater Manual (or as amended), the City of Spokane Valley Municipal Code and all other federal, state and local regulations, as applicable. 2. Right-of-way or border easement dedications, and additional frontage improvements are not required on Springfield Avenue. 3. A site plan is required to be submitted for review. All items on the Commercial Development Permit Minimum Site Plan Requirements list, given to you during the pre - application meeting are required to be on the site plan. The following project impervious area calculations shall be provided: a. Total Rooftop area, b. March 1, 2011 4. To demonstrate that drainage and runoff will not flow into the public right-of-way, a drainage plan is required. 5. If drywells are proposed and they are in Garrison or Springdale soils, the Geotechnical testing to confirm soil classification and drywell function may be performed during construction. If this option is exercised then the following note shall be placed on the cover of the plans: Per Spokane Regional Stormwater Manual methods, a qualified licensed engineer shall evaluate, classify and document the soils in the excavated drywell infiltration zone and estimate their infiltration rate prior to installation of the filter fabric, drainage rock or drywell barrel and shall submit a copy of the documentation to the City of Spokane Valley Development Engineering. If the engineer determines that the soils in the drywell infiltration zone will be unsuitable or incapable of infiltrating storm water at the design flow rate or that a condition exists preventing the drywell from functioning as designed, the design engineer shall be notified and the design revised to meet existing conditions. Any revisions to the design shall be submitted to the City of Spokane Valley for review and acceptance. 6. Driveway approach design shall follow the 2009 City Road Standards, or as amended. If an existing approach is to be altered or abandoned then the unused portion of the original approach needs to be removed and replaced with curb, gutter and sidewalk matching that which is adjacent. 7. If a landscaping plan is required, please include a copy with the site plan to be reviewed for conflicts within drainage structures or clearview triangles. 8. All new dry wells and other injection wells must be registered with the Underground Injection Control program (UIC) at Department of Ecology prior to use and the discharge from the well(s) must comply with the ground water quality requirement (non - endangerment standard) at the top of the ground water table. The requirements listed below are to provide the applicant with comments to assist in the process of receiving building permit approval. The comments are based on the submitted site plan. Alterations to that site plan and/or proposal may affect the applicability of the requirements. Zoning (Title 19) A. General Requirements for Community Commercial (C) Zone (SVMC 19.60.050) 1. If proposing an outdoor trash, garbage and refuse (including recyclables) storage areas, then it shall be screened on all sides from public view and at a minimum be enclosed on three (3) sides by a five and one half (5 '/x)-foot high concrete block or masonry wall, or sight -obscuring fence with a sight - obscuring gate, for access two feet of Type II landscaping in accordance with Figure 22.70-8 SVMC. B. Permitted Use (SVMC 19.120) 1. The proposed Office is a permitted use in the Community Commercial Zone. Environmental Controls (Title 21) C. Compliance with the State Environmental Policy Act (SEPA) SVMC 21.20 An Environmental Checklist is not required. Design and Development Standards (Title 22) D. Off -Street Parking and Loading Requirements (SVMC 22.50) 1. General Requirements i. Parking areas, travel areas, and driveways are required to be paved and parking spaces defined. ii. Dimensions of all parking stalls and all travel surfaces as per the SVMC, Table 22.50-3 Parking Minimum Design Requirements. Ninety degree parking (90°) minimum design measurements are 8'6' wide by 18' deep. Minimum aisle width is 22.'6" for two-way travel aisles. 2 Required Parking Spaces (Table 22.50-2) i. Based on the use identified the following is required off-street parking calculations per the SVMC Section 22.50.020; 1. Offices — general: One (1) space per two and fifty hundred (250) gross square feet = 7 spaces based upon approximately 1,852 square feet (ft2) of proposed office use. 3. Accessible Parking Requirements (SMVC 22.50.020.G) i. Spaces Required: One (1) van accessible space ADA parking space is required. This space can be included in the total number of required parking spaces. ii. Location: Accessible parking spaces shall be located on the shortest accessible route of travel from adjacent parking to an accessible building entrance. E. Outdoor Lighting Standards (SVMC 22.60) 1. The following shall be provided, only if exterior lighting (wall or pole mounted) is proposed on site. i. Provide a specific lighting plan for the entire parcel showing the location of the exterior lighting fixtures and illustrate the direction and extent of illumination. This includes lighting for covered parking, open parking and outdoor areas, building exteriors, landscaped lighting, pole mounted lighting and other lighting designed to accent landscape features or architectural elements. The plan shall meet all requirements of SVMC 22.60.030 and be prepared by a qualified engineer. Note: Outdoor lighting analysis should relate the watts to square foot of lot area and the building exterior or landscape lighting should relate to watts per square foot of building facade or building perimeter. Additionally, details of all light fixtures (wall mounted/freestanding) shall be submitted with the photometric plan. F. Landscaping Requirements (SVMC Section 22.70) — The City of Spokane Valley encourages retention of existing landscaping to the greatest extent possible. 1. General Requirements: i. A detailed landscape plan shall be submitted showing the existing landscaping with height and size of plantings for only the area proposed to be developed. The Director has waived the requirement of requiring a registered landscape architect to prepare the plan. ii. Prior to the issuance of a Certificate of Occupancy I will complete a site inspection to verify that irrigation systems and landscaping have been installed in accordance with approved plans and specification. This is typically done by a certified landscape architect, however the requirement has been waived. Maintenance of landscaping shall be the responsibility of the property owner. All landscaping shall be maintained in a healthy growing condition. iv. Please reference Table 22.70-3 for Landscaping Point Values. v. Please reference Appendix 22-A for the Recommended Planting List 2. Site Landscaping Points Required: Per SVMC 22.70.030.E.2 landscaping must equal or exceed a minimum number of points based on the size of the lot, parcel or tract and the number of parking spaces. Landscaping requirements are: i. One (1) point for each 200 sq. ft. of area over 500 sq. ft. of an addition, minimum of 10 points and two points of landscaping for every required new parking space. Reference attached landscape point worksheet. You may submit the worksheet with landscape plan or provide details on landscape plan. ii. Total ESTIMATED Site Landscaping Points Required: 1. Area of Addition = ( approximate 7,990)/200 = 39.95 points 2. Required Parking Spaces = 7 new spaces = 14 points. 3. Estimated Site Points Required = 53.95 points 3. Parking Area Landscaping Requirements: i. The distance between any parking space and a landscaped area shall be no more than seventy-five (75) feet; ii. All parking lot planting areas shall be protected with concrete curbs, or equivalent barriers. Bumper blocks shall not be used for boundaries around the landscaped area; G. Site Plan Requirements The submitted site plan shall include all items contained in the Commercial Site Plan Requirements handout. The requirements are located in the Building Division's commercial pre -application meeting packet provided at this meeting. Although the submitted site plan is adequate for the pre -application meeting, the site plan must be revised with additional information in order to confirm compliance with all applicable zoning criteria. This information includes, but is not limited to all information located in the comment letter, commercial site plan requirements handout and the following: 1. Show utility easements on site plan. 2. Provide a parking ratio break down of the use and associated required parking. 3. May combine the site plan and landscaping plan, if room for clarity is available. 4.
