What is a Preliminary Alteration?

A preliminary alteration is a request to modify a preliminary approved short subdivision, long subdivision or
binding site plan. The alteration proposed may be minor (eg; retain building from being demolished or move lot
lines) or a major alteration may be adding lots or a lot reconfiguration. Minor alterations may be processed
administratively. A pre -application meeting is recommended to discuss your proposal before a formal alteration
application is submitted. You may request a waiver from the Community Development Director of the formal
process, if the alteration would not have a substantial impact on adjacent properties and/or conditions of
approval. The Director must determine that the public use and interest will be served by the alteration. You may
find the requirements for a preliminary alteration in the Spokane Valley Municipal Code (SVMC) Chapter 20.50.
What is a Final Alteration?
A final alteration is when a subdivision (short, long or BSP) has been finalized (recorded) and a change is
requested. To start the final alteration, a pre -application meeting is required to meet with staff and discuss your
proposal before a formal alteration application is submitted. The application must be signed by a majority of all
property owners having ownership interest in the subdivision. Additionally, if restrictive covenants must be
changed due to the alteration, all parties must agree to terminate or alter the covenants in a signed agreement
attached with the application. You may find the requirements for a final alteration in the SVMC Chapter 20.60.
