The Local Agency of City of Spokane Valley desires to supplement the agreement entered in to with David Evans and Associates,Inc. and executed on August 24,2017 and identified as Agreement No. 17-108 All provisions in the basic agreement remain in effect except as expressly modified by this supplement. The changes to the agreement are described as follows: Section 1, SCOPE OF WORK, is hereby changed to read: See attached Exhibit B,Scope of Services; II Section IV,TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for completion of the work to read: no changes. III Section V, PAYMENT, shall be amended as follows: See attached Exhibit A.This supplement adds$49,963.29 to the previous contract amount of$2,796,891.04 for a total amount authorized of$2,846,854.33.The fixed fee amount remains as$141,939.42. as set forth in the attached Exhibit A, and by this reference made a part of this supplement. City of Spokane Valley, WA Barker Road/BNSF Grade Separation Project No. 0143 Phase II —Right-of-Way Services Scope of Services Prepared by: HDR Engineering, Inc. En September 15, 2020 TASK 1 PROJECT ADMINISTRATION—ADDITIONAL WORK 1.1 Project Management—HDR—ADDITIONAL WORK Project management will be on-going during the course of the as-needed Real Estate Services. Activities will include coordination with the City and preparation of monthly progress reports and invoices. ASSUMPTIONS: 1. Project Management activities are anticipated to be included as part of the construction services supplement#9. Labor hours shown for this task are for a four(4) month duration to be used if necessary or as directed by the City. 1.2 Project Setup—NO CHANGES 1.3 Subconsultant Coordination—NO CHANGES 1.4 Quality Assurance Plan —NO CHANGES 1.5 Project Schedule—NO CHANGES TASK 14 APPRAISE AND ACQUIRE RIGHT-OF-WAY—ADDITIONAL WORK The CITY has requested HDR provide a scope of services for on call relocation activities. The level of effort is unknown at this time; therefore the attached fee shows an allowance to be used, when requested by the CITY. HDR will contact the COSV when the allowance is 75% spent. HDR will provide the following services as needed: 14.1 Real Estate Services Management—HDR—ADDITIONAL WORK HDR will provide general ongoing coordination, administration direction and guidance for the HDR staff working on this Task. A QAIQC Review will be conducted on the deliverables identified below, prior to submitting to the City. 14.2 Appraisal and Appraisal Review—HDR—NO CHANGES 14.3 Acquisition and Negotiation Services—HDR—ADDITIONAL WORK Right of way plan sheet number two has been revised. The revised sheet will need to be provided to the owners along the corridor once the last acquisition is finalized. HDR will provide the following service: 1. Prepare a cover letter and attach a copy of the revised plan sheet. ASSUMPTIONS: 1. There will be up to four(4) land owners. 2. Letters will be delivered by regular mail and email, if requested. HDR shall prepare and present benefit reminder letters, provide relocation services, prepare relocation claims with executed documents for agency approval and process all relocation payments for up to four(4) business relocations.At the end of the project all relocation files will be transmitted to the CITY with all original documents. 1. Act as extension of the CITY's staff while serving as the CITY's relocation agent for affected parcels. 3. Maintain electronic and hard copy relocation files. 4. Track and update relocation claims status. 5. Prepare all relocation documents associated with each claim. 6. Assist displaced persons and/or businesses with filing claims. 7. Assist displaced persons and/or business with any appeals process. 8. Send reminder letter to each displacee of the expiration date to file claims. 9. Provide advisory assistance as required by law. 10. Provide QA/QC of deliverables. 11. Process relocation payments through the CITY. 12. Maintain diaries. 13. Transmit completed relocation files to the CITY. CITY RESPONSIBILITES: 1. Review and approve relocation claims for payment. 2. Make prompt payment to displacees for all approved claims. 3. Participate in the appeals process if necessary. ASSUMPTIONS: 1. There will be up to one (1) search expense claim, up to one (1) moving related claim, and up to one (1) reestablishment claims for each displacee. 2. HDR's participation in any relocation appeal will be limited to supplying supporting documentation and attending two (2) meetings. 3.
