Hello to all,
I've spoken with Mike Otis this evening (until 6pm) about his potential use of this
address for his insurance brokerage firm.
I left him with the possibility of (3) options:
1) Use only the residence for himself and his wife to work in as a Home Profession.
2) Use the detached garage for them to work in with their (2) additional employees as a
Home Industry - which would require a Change of Use and Occupancy.
3) Use the detached garage as in #2 but with a possibly CUP if a Home Industry would
not cover their proposal.
I told him to come in this morning (Friday) to ask Planning the following (3) questions:
1) Will they approve him (today) for a Home Profession?
2) Would he qualify for a Home Industry? What requirements would be a part of the
Change of Use?
3) Would a Conditional Use Permit (CUP) be required as any part of the approval of their
proposed use of this site?

After reviewing the Commercial Pre -Application Packet, we would request a waiver for
the Pre -Application Conference and the need to complete the Pre -Application Packet for
the pending purchase of the property Parcel #/15174.1315 (10616 E Valleyway).
We understand that this property is listed in a use class as "Mercantile". Upon purchase
of this property, we would request that the use class be listed as "Professional Office".
We would intend to move our insurance brokerage from downtown Spokane to this
location and occupy the current "shop" building that currently houses an Upholstery
business, as well as a portion of the home. We intend for our son to live in a portion of
the home as well.
Materially we plan no changes to the exterior of the shop or home (other than removal of
the Upholstery business sign), no changes to the landscape, driveways or anything else
that would upset the "residential feel" to the neighborhood.
Regarding the interior, the only changes would be to have computer and telephone lines
run to rooms that may not already have such service.
We currently employ 2 people who would work in this office during normal business
hours, and do not plan any expansion of staff. We have been in business over 20 years
and over 90% of our business is conducted "off -site".
