MANSON, DIRECTOR September 7, 1984 Certified Mr. Michael Denison c/o Alice Hooks E. 5319 Cataldo Spokane, WA 99206 Re: E. 4901 Second Avenue - Unsafe Building Dear Mr. Denison: This letter is in regards to reports received by this office concerning the remnants of a burned structure located at the above address, parcel number 23532-1307. Section 3.02.030 of Title 3 of the Spokane County Code requires notice to an owner of an unsafe building to render such building safe. Specifically, this section stipulates that: "The building official shall examine or cause to be examined every building or structure or portion thereof reported as dangerous or damaged, and if such is found to be an unsafe building as addressed in Section 203 of the Uniform Building Code, the building official shall give to the owner of such building or structure written notice stating the defects thereof. This notice may require the owner of person in charge of the building or premises, within forty-eight (48) hours, to commence either the required repairs or improvement or demolition and removal of the building or structure or portions thereof and all such work shall be completed within ninety (90) days from date of notice, unless otherwise stipulated by the building official. If necessary, such notice shall also require the building, structure or portion thereof to be vacated forthwith and not reoccupied until the required repairs and improvements are completed, inspected and approved by the building official. Proper service of such notice shall be by personal service upon the owner of record, if he shall be found within the county limits. Due to the unsafe condition and accessibility, a period of 48 hours from the date of receipt of this letter is being extended to commence the process of either repairing or demolition and removal, or remove therefrom all accumulations of flammable or combustible waste or rubbish and shall securely lock, barricade or otherwise secure all doors, windows and other openings thereof.
