SCOTT, P.E., DIRECTOR June 22, 1998 Re: CHANGE OF USE TO KINDERGARTEN Dear Mr. & Mrs. Hicks: The following comments are based on my field inspection of 6/19/98. Items listed are concerns or requirements of the Uniform Building Code (UBC) and do not reflect requirements or conditions required by other rules, regulations or codes enforced by Spokane County or other jurisdictions. Do not consider these comments a plan review or minimum requirements for the proposed use. These comments should be forwarded to your professional design consultant for his / her use and information. 1. The new use shall be classified as a Group E-2 in accordance with the U. B. C. See U. B. C. Section 305.1. 2. The maximum occupant load of this building shall be 49 persons. 3. One accessible parking space shall be provided. It shall be the closest parking space to an accessible entry. See WAC 51-30 Chapter 11, Section 1107 for design standards. 4. All rooms used for sleeping should have a means of emergency escape or rescue. The emergency door or window should be operable from the inside to provide a full, clear opening without the use of separate tools. See U. B. C. Section 310.4. • 5. Doors shall have landings on both sides. Provide a landing on the garage side of the door between the garage and kitchen area. See U. B. C. Section 1004. 6. Please provide as much construction detail for the existing retaining wall as is available. • 7. Please verify that all glazing meets the minimum requirements for safety glazing as required by U. B. The main level (main entry level) shall be made an accessible level. Provide wheel chair access to the main level. The accessible entry may be an entry through the converted garage. Provide a ramp for access to the remainder of the main level. See WAC 51-30 Section 1106.8. 9. All walls of E-1 occupancies that are less than 10 feet and more than 5 feet from a property line shall be not less than one -hour fire -rated assemblies. Openings in such walls shall be not less than one -hour fire -rated assemblies. Provide details of the required fire rated assemblies. 10. All guardrails shall be not less than 42 inches high. Open guardrails shall have intermediate rails or an ornamental pattern such that a sphere 4 inches in diameter cannot pass through. All existing guardrails and hand rails shall meet the minimum standards of the 1994 U. B. C. See Sections 509 and 1006. 11. Not less than one toilet facility shall be fully accessible. The accessible facility shall be located on the main level. See WAC 51-30 Section 1106. These comments do NOT constitute a comprehensive plan review. A complete plan review will be done when a permit application is requested. and comprehensive plans are received (provide two sets). This additional review may require changes in the final building design. Please submit revised plans for the above listed items. The drawings shall have sufficient detail to confirm compliance with the appropriate codes as enforced by this jurisdiction. Your immediate attention to the items above is appreciated.
