1998, 08-13 Health Dist Comments for Pre-AppPOKANE REGIONAL HEALTH DISTRICT
August 13, 1998
To: JeffForry - S okane County Dept. of Building and Planning
From: Daryl Wa - pokane Regional Health District
Subject: Pre -application Conf. For Kid City Day Care and Pre-school at 5920 E. 9th Ave.
The following comments are offered for review and consideration by both Spokane County and
the project sponsor prior to issuance of a building permit.
■ The structure is currently being served by an existing on -site sewage disposal system designed
to accommodate a 3-bedroom residence (360 gallons effluent/day). Water -use data for the
property reveals a daily consumption well above the sewage system capacity. The existing
system must be up -graded to accommodate the actual daily flow. A permit to construct on -
site sewage facilities must be obtained from the Health Officer prior to commencing work.
■ The structure is connected to the public water system serving the area (Spokane Water
District #3). No on -site water source is to be established or maintained.
• The sponsor must submit a critical materials checklist to Spokane County Dept. of Building
and Planning for review and distribution to all interested agencies.
• The sponsor is urged to contact Valley Garbage Service for the purpose of establishing a
refuse containment area that will be accessible to service vehicles.
• All demolition/construction debris must be transported to a licensed solid waste disposal
facility. No on -site burial or burning of debris will be allowed.
• The premises must be brought into compliance with WAC 246-366, State Board of Health
Rules and Regulations for Primary and Secondary Schools. A pre -occupancy inspection must
be scheduled with the Health Officer prior to occupancy.
• If another State or Federal agency invokes jurisdiction over the food service facility within the
structure, no oversight by the Health Officer is necessary. IT_nat; the_food-seiviee-pa ian-of
