Legal Description: A parcels of land situated in the Southeast'/<, Section 22, Township
25 North, Range 44 East of the Willamette Meridian, City of Spokane Valley,
Waskifigton and described as follows: The East '/ of the East % of Tract 151 of Vera, as
per Plat thereof Recorded in Volume "0" of Plats at Page 30; and the West'/ of the East
/ of the said Tract 151; Subject to easements and restrictions of record.
PERMIT DESCRIPTION: The project involves construction of a residential
development within approximately 5.0 acres directly south of 8th Avenue in between
Mamer Road and Blake Road. There will be frontage improvements along 8th Avenue
which includes street widening of the south half of 81 Avenue with associated entrance
and exit tapers. The south half of the existing 8th Avenue asphalt roadway will also be
removed and replaced directly in front of the subject property. An approach off of 8th
Avenue will be constructed for access to the new road, Mayhew Lane. Mayhew Lane
will be constructed to the south for approximately 700 feet and terminate with a cul-de-
sac. There will be 24 single family dwellings constructed along Mayhew Lane. The
associated stormwater runoff will be managed by a series of drainage swales along both
sides of Mayhew Lane and the south side of 8th Avenue. The majority of the project site
will be stripped of the existing top soil. The proposed grade of each roadway matches the
existing grade very closely. It is estimated that the amount of excavation necessary to
construct the roadways, including curb and gutter, and the drainage swales is 1200 cubic
yards (CY). This amount will be utilized on site for lot grading and home construction.
This 1200 CY will be replaced with structural fill shown on the Park Place road and
drainage construction plans. For the 8th Avenue widening, the pavement section is 4" of
asphalt over 7" of crushed rock. Mayhew Lane consists of 2" of asphalt over 7" of
crushed rock. This material is to be supplied by the contractor and tested according to
applicable standards and specifications. It is also estimated that 10,800 CY of on site
material will be moved within the site for side grading and home construction. It is not
proposed to remove any material from the site or haul in additional material for site
grading and home construction. Therefore, the total amount of material moved on site is
estimated to be 12,000 CY.

This letter is to serve as an amendment to the SEPA checklist for the Park Place plat. The original SEPA checklist was
completed by Adams and Clark and received by Spokane Valley on January 8, 2004. As requested by Spokane Valley, Section
B. 1. e. of the original SEPA checklist shall be amended due to lack of specifically identifying the amount of fills or grading.
Section B. 1. e. asks the applicant to describe the purpose, type, and approximate quantities of any filling or grading proposed.
Indicate source of fill. Below is a response provided by Storhaug Engineering, in conjunction with the plat applicant:
