Dear Ms. Graves: The City executed an Agreement for provision of federal lobbying services on November 19, 2018, by and between the City of Spokane Valley, hereinafter "City", and Cardinal Infrastructure, LLC,hereinafter"Cardinal"and jointly referred to as"Parties." The original Agreement states that it was for one year, with up to four optional one-year renewals possible if the parties mutually agree to exercise the options each year. This is the second of four possible option years that can be exercised and runs through December 31, 2021. The City would like to exercise the 2021 option year of the Agreement. The original Compensation as outlined in Exhibit A to the Agreement includes the labor and material cost negotiated and shall not exceed $78,000. As discussed and agreed to by Cardinal, as a consequence of the COVID-19 pandemic the Parties have not been able to take part in the anticipated level of travel and engagement. Therefore,the actual expenses by Cardinal have been lower than anticipated and the 2021 annual charge for services is reduced from $78,000 to $58,500. The history of the annual renewals, including dollar amounts, is set forth as follows: Original contract amount $78,000 2020 Renewal $78,000 2021 Renewal $58,500 All of the other contract provisions contained in the original Agreement shall remain in place and remain unchanged in exercising this option year.
