On March 23, 1989 you obtained a permit for a covered patio addition
at East 9504 7th Avenue, project number 88000591. This permit also
notes that the addition was not to be heated.
The addition -talled is a C-thru brand which is approved as
unheated unhaable space to be used for recreation. purposes. The
evaluation re•-rt on this product is very specific as to the use and
erection specifications.
Final inspection of this addition revealed that heat was installed
and the required openings were not. Also the panels did not have
the required identification tags per the evaluation report.
Please be advised that the addition must be brought into compliance
immediately. This file will be rechecked in 30 days.

This letter serves as a follow up to our previous letter dated
September 19, 1989.
Our records indicate that the patio cover addition has not been
brought into compliance with the manufacturers research report and
the conditions of permit number 88000591 as stated in our previous
letter.
We are aware that you have been in contact with the manufacturer of
the product. However, since a thirty day extension from the October
19th 1989 deadline was granted and we are unaware of any further
progress being made to resolve this matter the problem is being
forwarded to the Prosecuting Attorney's Office for further action.

AFFIDAVIT OF PROBABLE CAUSE

LOCATION OF VIOLATION: East 9504 7th. Ave. SPOKANE COUNTY, WA. 99206
CIRCUMSTANCES SUPPORTING PROBABLE CAUSE:
Records of the Spokane County Department of Building and Safety
identify Four Seasons Greenhouse as the contractor for the
referenced property located at East 9504 7th. Avenue, Spokane County,
Washington. Arthur Erickson, an inspector for the Department of
Building and Safety, on April 10, 1990 inspected the property located
at East 9504 7th. Avenue Spokane County, Washington and
observed the following construction and occupancy on said property:
The covered patio addition, Project # 88000591, was not installed in
accordance with the evaluation report 1968 P. No changes have been
made since original notification. The wall panels came with the
windows installed. The 10 foot long north wall has two sliding
windows 43 inches wide and 52 inches high. The 34 foot long wall has
one slider of the same dimension and 7 fixed windows 39 1/2 inches by
55 1/2 inches. All the windows are glass and do not appear to be
readily removable. The south wall, 8 foot long has a sliding glass
door 6 feet 6 inches tall by 6 feet wide.
The addition is being occupied and being used as a habitable
room. The addition is accessed through an open doorway from the
living room of the mobile home and by a sliding door from the master
bedroom.
The addition is fully carpeted, drywalled and painted. It is fully
furnished with couches, chairs, tables, lamps, plants, baseboard
heaters and even a plate of cookies.
The required openings were replaced with fixed glass which is
contrary to the approved evaluation report. Mr. Ted Demars the owner
of Four Season Greenhouse installed the addition manufactured by
C-Thru Industries Incorporated.
The records of the Department of Building and Safety show that on
March 3, 1988 a permit had been issued to the contractor for the said
construction. On September 19, 1989, the Department of Building and
Safety notified the defendant, in writing, of the violations observed
at final inspection Of said construction. As of the date of this
affidavit, the records of the Department of Building and Safety show
no corrections have been made and that occupancy or use has not been
approved for the said construction.
