Dear Mr. Demars:
Section 305 of the 1985 Uniform Building Code states, "All
construction or work for which a permit is required shall be subject
to inspections by the building official and shall remain accessible
and exposed for inspection.
Framing inspection to be made after roof, all framing, fire blocking
and bracing are in place and all pipes, chimneys and vents are
complete and the rough electrical, plumbing, and heating approved.
Final inspection to be made after finish grading and the building is
complete and ready for occupancy."
Regarding ventilation, Section 3205(c) of the 1985 Uniform Building
Code states, "Where determined necessary by the building official
due to atmospheric or climatic conditions, enclosed attics and
enclosed rafter spaces formed where ceilings are applied direct to
the underside of roof rafters shall have cross ventilation for each
separate space by ventilating openings protected against the
entrance of rain and snow."
Regarding moisture control, the Washington State Energy Code, 1986
Edition, states "Vapor retarders shall be installed on the warm side
(in winter) of insulation as specified in the following cases:
Roof/Ceilings
a. Roof/ceiling assemblies where the ventilation space
above the insulation is less than an average of
twelve (12) inches shall be provided with a vapor
retarder having a dry cup perm rating of 1.0 or less.

b. Vapor retarders shall not be required in roof/ceiling
assemblies where the ventilation space above the
insulation averages twelve (12) inches or greater.
c. Vapor retarders shall not be required where all of
the insulation is installed between the roof membrane
and the structural roof deck.
d. Vapor retarders with a 1.0 or less dry cup perm
rating shall be installed in roof/ceiling assemblies
where the insulation is comprised of insulation
between the roofing membrane and the structural roof
decking and insulation below the structural roof
decking."
The condensation problem in this addition needs to be taken care of
properly.
A recheck of our files will be conducted in ten (10) days of the

appreciated.

entire matter will be forwarded to the Spokane County Prosecuting

Dear Mr. Kindred:
DENNIS M. SCOTT, DIRECTOR
On March 23, 1989 you obtained a permit for a covered patio addition
at East 9504 7th Avenue, project number 88000591. This permit also
notes that the addition was not to be heated.
The addition installed is a C-thru brand which is approved as
unheated unhabatable space to be used for recreation purposes. The
evaluation report on this product is very specific as to the use and
erection specifications.
Final inspection of this addition revealed that heat was installed
and the required openings were not. Also the panels did not have
the required identification tags per the evaluation report.
Please be advised that the addition must be brought into compliance
immediately. This file will be rechecked in 30 days.
