Proposal Description: Request for pre-
liminary approval of a Planned Residential
Development (PAD) for 19 townhouse units,
one duplex and one single family residence.
The applicant has also requested a 20
percent Increase to the density allowed
pursuant to SVMC 19.50.050(D). The Vari-
ance request fora reduction to the minimum
5 acre lot size for PRD's pursuant to SVMC
19.50.050(B). The lot size is 3.01 acres.
Proposal Location: Tax Parcel 55192.3304,
addressed as 618 S Long Road; located
approximately 250-feet south of the in-
tersection of Long Road and 6th Avenue;
further located in the SE'4 of the NW 'A of
Section 19, Township 25 North, Range 45
East, Willamette Meridian, Spokane County,
Washington.

The lead agency for this proposal has de-
termined that this project does not have a
probable significant adverse impact on the
environment. Pursuant to WAC 197-11-
350(3), the proposal has been conditioned
to include necessary mitigation measures
to avoid, minimize, or compensate for prob-
able significant impacts. An Environmental
Impact Statement (EIS) Is not required
under RCW 43.21C.030(2)Ic). The neces-
sary mitigation measures are listed below.
This decision was made after review of a
completed environmental checklist and
other information on file with the lead
agency. This information is available to the
public on request.
Determination: This MDNS is issued under
WAC 197-11-340(2). The lead agency will
not act on this proposal for 14 days from the
date issued. Comments must be received by
5:00 p.m. on November 13, 2020.

Mitigation Measure:
1. Priorto issuance of the Engineered Grad-
ing Permit, the developer shall submit a
Cultural Resource Survey report completed
by a qualified professional to the Spokane
Valley Community and Public Works Depart-
ment. In addition to the report the developer
shall submit evidence of the acceptance/
concurrence with the findings in the report
from the Department of Archaeology and
Historic Preservation and the Spokane
Tribe of Indians.
Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680. appeals shall be limited to a review of
- a final threshold determination.
