RCW 8.25.290 further requires, among other matters, that the City of Spokane Valley provide at least fifteen (15) days' notice by certified mail to each and every property owner of record as indicated on the tax rolls of the Spokane County Assessor to the address provided on such tax rolls before "final action" and deeming specific property to be necessary for City purposes for each property potentially subject to condemnation as provided in RCW 8.12.030 -.040 and initiating condemnation proceedings. Additionally, the City of Spokane Valley must publish notice in the legal newspaper with the largest circulation in the jurisdiction where such property is located once each week for two successive weeks before the final action is taken. A second publication must also be given in the legal newspaper routinely used by the potential condemnor, where such newspaper does not also have the largest circulation in the jurisdiction. Both the notice to the property owners of record and the notice of publication must contain a general description of the property such as an address; lot number, or parcel number and specify that condemnation of the property will be considered during the final action.
