The following is the title and summary of
Ordinance No. 20-028 passed by the Spo-
kane Valley City Council on the 24th day of
November, 2020:
AN EMERGENCY ORDINANCE OF THE
CITY OF SPOKANE VALLEY, SPOKANE
COUNTY, WASHINGTON, 4DOPTING AN
IMMEDIATE MORATORIUM ON SUBMIS-
SION, ACCEPTANCE, PROCESSING,
MODIFICATION, AND APPROVAL OF
PLANNED RESIDENTIAL DEVELOP-
MENT PERMIT APPLICATIONS, ES-
TABLISHING A WORK PLAN, SETTING
A PUBLIC HEARING, DECLARING AN
EMERGENCY NECESSITATING IMME-
DIATE ADOPTION OF A MORATORIUM,
AND OTHER MATTERS RELATING
THERETO.
Section 1 states the preliminary findings.
Section 2 establishes the moratorium. Sec-
tion 3 adopts the work plan to address the
issues involving the City's consideration and
regulation of planned residential develop-
ments and chapter 19.50 SVMC. Section
4 establishes the date for the public hearing
regarding the moratorium set forth. Section
5 states the duration of the moratorium to be
In effect for a period of 365 days from 'the
date of the ordinance. Section 6 addresses
ratification. Section 7 addresses severa5lity
and Section 8 states the effective date. The
