This permit as submitted cannot be approved. The application should be for a relocation of an existing building with a construction permit for a basement with pertinent documentation submitted. The International Residential Code (IRC) Section R101.2 Scope requires a permit for movement of existing buildings and construction of structures associated with the relocation. IRC Section R301.1 Design states: "Buildings and structures, and all parts thereof, shall be constructed to safely support all loads, including dead loads, live loads, roof loads, flood loads, snow loads, wind loads and seismic loads as prescribed by this code. The construction of buildings and structures shall result in a system that provides a complete load path capable of transferring all loads from their point of origin through the load -resisting elements to the foundation." IRC Section R106.1.1 Information on construction documents states: "Construction documents shall be drawn upon suitable material. Electronic media documents are permitted to be submitted when approved by the building official. Construction documents shall be of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that it will conform to the provisions of this code and relevant laws, ordinances, rules and regulations, as determined by the building official." The plans submitted by Phoenix Development are incomplete in several areas. Although a floor plan for the existing building was submitted, there is no foundation or basement plans for the existing load bearing elements and openings in the floor if any. The plans for the new basement do not provide for stairs, header sizes, brace wall requirements, interior bearing walls or post and beam construction, interior footing or pad sizes, any life/safety provisions and locations of the structural elements. In addition, mechanical, plumbing and electrical permits must also be obtained.
