Prior to the issuance of the building permit, the applicant shall (1) conduct a full Traffic Impact Analysis (TIA) or (2) provide certification of the transfer of vested trips from the Hansen Center East TIA. Appeal: An appeal of this determination shall be submitted to the Community & Pub- lic Works Department within fourteen (14) calendar days after the date issued. The appeal must be written and specific factual objections made to the City's threshold determination.
