MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of
the State of Washington in and for Spokane County. That the following is a true copy of a Legal Notice as it was published in

Proposal Description: Development of
4.51 acres into an assisted living/memory
care facility with a building totaling 53,377
square feet with surrounding parking and
associated storm drainage, water, and
sewer facilities. The proposal includes
one building with the memory care facility
housed in the north portion and the assisted
living facility housed in the south portion of
the building.
Proposal Location: Tax parcel numbers
45131.0517, 45131.0518, 45131.0519,
and 45131.0520, addressed as 16522 and
16512 E Desmet Court, and 16424 and
16506 E Indiana Avenue, located in the
southwest comer of the intersection of E
Indiana Avenue and E Desmet Court, further
located in the NE 14 of Section 13, Township
25 North, Range 44 East, Willamette Merid-
ian, Spokane County, Washington.

The lead agency for this proposal has de-
termined that this project does not have a
probable significant adverse impact on the
environment. Pursuant to WAC 197-11-
350(3), the proposal has been conditioned
to include necessary mitigation measures
to avoid, minimize, or compensate for prob-
able significant impacts. An Environmental
Impact Statement (EIS) is not required
under RCW 43.21C.030(2)(0. The neces-
sary mitigation measures are listed below.
This decision was made after review of a
completed environmental checklist and
other information on file with the lead
agency. This information is available to the
public on request.
Determination: This MDNS is issued under
WAC 197-11-340(2). The lead agency will
not act on this proposal for 14 days from the
date issued. Comments must be received
by 5:00 p.m. on January 8, 2021.

Mitigation Measure:
1. Prior to the issuance of the building
permit, the applicant shall (1) conduct a full
Traffic Impact Analysis (TIA) or (2) provide
certification of the transfer of vested trips
from the Hansen Center East TIA.
Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be'conducted
in conformance with Spokane Valley Munici-
pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
