The following is the title and summary of Ordinance No.20-029 passed by the Spokane Valley City Council
on the 8th day of December, 2020:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON,
GRANTING A NON-EXCLUSIVE CABLE FRANCHISE TO COMCAST CABLE
COMMUNICATIONS MANAGEMENT, LLC TO CONSTRUCT, MAINTAIN AND OPERATE
CERTAIN FACILITIES WITHIN THE PUBLIC RIGHTS-OF-WAY OF THE CITY OF SPOKANE
VALLEY, AND OTHER MATTERS RELATING THERETO.
Section 1 grants Comcast Cable Communications Management, LLC, a non-exclusive franchise to
construct, maintain and operate a cable system in the City's rights-of-way; Section 2 states that any renewal
of this franchise shall be governed by and comply with the provisions of the Cable Act as amended; Section
3 states that nothing herein shall be deemed to direct or restrict the City's ability to adopt and enforce all
necessary and appropriate ordinances regulating the performance of the conditions of this franchise; Section
4 adopts by reference chapter 3.65 Spokane Valley Municipal Code; Section 5 addresses severability;
Section 6 sets out information for notices of the parties; Section 7 sets the choice of law for which courts
any litigation shall occur; Section 8 includes a non-waiver clause;Section 9 states this franchise constitutes
the entire agreement, Section I speaks to acceptance, and Section 1 1 provides for an effective date. The
