The following is the title and summary of Ordinance No.20-028 passed by the Spokane Valley City Council
on the 24th day of November,2020:
AN EMERGENCY ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE
COUNTY, WASHINGTON, ADOPTING AN IMMEDIATE MORATORIUM ON
SUBMISSION, ACCEPTANCE, PROCESSING, MODIFICATION, AND APPROVAL OF
PLANNED RESIDENTIAL DEVELOPMENT PERMIT APPLICATIONS, ESTABLISHING
A WORK PLAN, SETTING A PUBLIC HEARING, DECLARING AN EMERGENCY
NECESSITATING IMMEDIATE ADOPTION OF A MORATORIUM, AND OTHER
MATTERS RELATING THERETO.
Section 1 states the preliminary findings. Section 2 establishes the moratorium. Section 3 adopts the work
plan to address the issues involving the City's consideration and regulation of planned residential
developments and chapter 19,50 SVMC. Section 4 establishes the date for the public hearing regarding the
moratorium set forth. Section 5 states the duration of the moratorium to be in effect for a period of 365 days
from the date of the ordinance. Section 6 addresses ratification. Section 7 addresses severability and Section
