MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News
Herald, a weekly newspaper. That said newspaper is a legal newspaper and it is now and has been for more than six months prior
to the date of publication hereinafter referred to, published in the English language continually as a weekly newspaper in Spokane
County, Washington, and it is now and during all of said time was printed in an office maintained at the aforesaid place of
publication of said newspaper, which said newspaper had been approved as a legal newspaper by order of the Superior Court of

Lead Agency: City of Spokane Valley
The lead agency for this proposal has de-
termined that it does not have a probable
significant adverse impact on the environ-
ment. Pursuant to WAC 197-11-350, the
proposal has been conditioned to include
necessary mitigation measures to avoid,
minimize, or compensate for probable sig-
nificant impacts. An Environmental Impact
Statement (EIS) is not required under RCW
43.21 C.030(2)(c). The necessary mitigation
measures are listed below and are imposed
pursuant to the Lead Agency's adopted
SEPA policies in SVMC 21.20.150. This
decision was made after review of a com-
pleted environmental checklist and other
information on file with the lead agency.
This information is available to the public
on request.
Determination: This MDNS Is issued
under WAC 197-11-340(2) and SVMC
21.20.080. The lead agency will not
act on this proposal for 14 days from
the date issued. Comments must be
received by 5:00 p.m. on Feb. 19, 2021.

Mitigation Measure: This project is located
within the South Barker Corridor Trans-
portation Impact Fee Area and is subject
to transportatipn impact fees pursuant to
chapter 22.100 SVMC to provide for the
project's proportionate share of the cost of
necessary facilities along the South Barker
Corridor. Pursuant to SVMC 22.100.030
and 22.100.040, this project shall be
required to pay impact fees in the amount
set forth in the Master Fee Schedule in
effect at the time of payment of the fee.
The amount of fee and any credit, deferral,
exemption, or independent calculation shall
be determined pursuant to chapter 22.100
SVMC and the fees set forth in the Master
Fee Schedule. Transportation impact fees
shall be paid prior to issuance of applicable
building permits for the project.
Appeal: An appeal of this determination
shall be submitted to the Community & Pub-
lic Works Department within fourteen (14)
calendar days after the date issued. The
appeal must be written and specific factual
objections made to the City's threshold
determination. Appeals shall be conducted
in conformance with Spokane Valley Munici-
.pal Code (SVMC) 17.90 Appeals, and any
required fees pursuant to the City's adopted
Fee Schedule shall be paid at the time of
appeal submittal. Pursuant to WAC 197-11-
680, appeals shall be limited to a review of
a final threshold determination.
